North Korea wants to restart nuclear talks with the United States if former President Donald Trump is re-elected later this year. A senior North Korean diplomat named Ri Il Gyu, who recently defected to South Korea, revealed this in an interview with Reuters. Newsweek has reached out to a representative for Trump via email for comment. The Context North Korea stopped nuclear talks with the U.S. in 2019. It was later revealed by Trump that the summit has ended as a result of North Korea's request to end all sanctions imposed on the country. Since that meeting, nuclear talks between the U.S. and North Korea ceased entirely. The first summit between the two countries took place in June of 2018 in Singapore, with the objective of resolving the Korean conflict, dealing with nuclear weapons and the denuclearization of the Korean peninsula. What We Know Reuters reported that the recently defected North Korean diplomat Ri Il Gyu said in an interview that North Korea wishes to reopen nuclear talks with the U.S. if Trump is re-elected. He also said that North Korea is working to devise a new negotiating strategy. In an interview with Reuters, which is his first interview with international media, Ri said that North Korea has set Russia, the U.S. and Japan as its top foreign policy priorities for this year and beyond. The goal would be to lift sanctions on its weapons programs, remove its designation as a state sponsor of terrorism and to elicit economic aid, according to Ri. Last month, Ri Il Kyu's defection to South Korea made headlines. The former political counsellor at Pyongyang's embassy in Cuba had defected in November and became the highest ranking North Korean official to defect since 2016. In an interview given with the South Korean news outlet The Chosun Daily , Ri said: "My disgust with the North Korean system, my pessimism about the bleak future and my desire to escape from this society were the starting points that made me think about defecting from North Korea." Ri partly blamed the collapse of the 2019 Hanoi Summit on Kim's decision to entrust what he described as "inexperienced, clueless" military commanders with nuclear diplomacy. According to Reuters, financial troubles have led to the closing of 54 diplomatic missions in North Korea. Ri told Reuters: "Kim Jong Un doesn't know much about international relations and diplomacy, or how to make strategic judgement." Newsweek reached out to the embassy for North Korea in New York City via email for comment. What's Next? Reuters reported that North Korea has received help with its missile technology and economy through forging ties with Russia. In the Reuters interview, Ri stated: "The Russians got their own hands dirty by engaging in illicit transactions and, thanks to that, North Korea no longer needs to rely on the U.S. to lift sanctions, which essentially means that they stripped the U.S. of one key bargaining chip. "This time, the foreign ministry would definitely gain power and take charge, and it won't be so easy for Trump to tie North Korea's hands and feet again for four years without giving anything." A senior North Korean diplomat named Ri Il Gyu, who recently defected to South Korea, revealed this in an interview with Reuters. *Newsweek* has reached out to a representative for Trump via email for comment. ## The Context North Korea stopped nuclear talks with the U.S. in 2019. This came after the Hanoi Summit, which was the second meeting between North Korean leader [Kim Jong Un](https://www.newsweek.com/topic/kim-jong-un) and Trump. It was later revealed by Trump that the summit has ended as a result of North Korea's request to end all sanctions imposed on the country. Since that meeting, nuclear talks between the U.S. and North Korea ceased entirely. The first summit between the two countries took place in June of 2018 in Singapore, with the objective of resolving the Korean conflict, dealing with nuclear weapons and the denuclearization of the Korean peninsula. ## What We Know Reuters reported that the recently defected North Korean diplomat Ri Il Gyu said in an interview that North Korea wishes to reopen nuclear talks with the U.S. if Trump is re-elected. He also said that North Korea is working to devise a new negotiating strategy. In an interview with Reuters, which is his first interview with international media, Ri said that North Korea has set Russia, the U.S. and Japan as its top foreign policy priorities for this year and beyond. The goal would be to lift sanctions on its weapons programs, remove its designation as a state sponsor of terrorism and to elicit economic aid, according to Ri. Last month, Ri Il Kyu's defection to [South Korea](https://www.newsweek.com/topic/south-korea) made headlines. The former political counsellor at Pyongyang's embassy in Cuba had defected in November and became the highest ranking North Korean official to defect since 2016. In an interview given with the South Korean news outlet *The Chosun Daily*, Ri said: "My disgust with the North Korean system, my pessimism about the bleak future and my desire to escape from this society were the starting points that made me think about defecting from North Korea." Ri partly blamed the collapse of the 2019 Hanoi Summit on Kim's decision to entrust what he described as "inexperienced, clueless" military commanders with nuclear diplomacy. According to Reuters, financial troubles have led to the closing of 54 diplomatic missions in North Korea. Ri told Reuters: "Kim Jong Un doesn't know much about international relations and diplomacy, or how to make strategic judgement." *Newsweek* reached out to the embassy for North Korea in New York City via email for comment. ## What's Next? Reuters reported that North Korea has received help with its missile technology and economy through forging ties with Russia. In the Reuters interview, Ri stated: "The Russians got their own hands dirty by engaging in illicit transactions and, thanks to that, North Korea no longer needs to rely on the U.S. to lift sanctions, which essentially means that they stripped the U.S. of one key bargaining chip. "This time, the foreign ministry would definitely gain power and take charge, and it won't be so easy for Trump to tie North Korea's hands and feet again for four years without giving anything." **Do you have a story *Newsweek* should be covering?
