Biden's approval ratings had hovered above 50 percent in the first year of his presidency.
But his approval ratings dropped and his disapproval ratings surged following the deadly and chaotic U.S. withdrawal from Afghanistan in August 2021. FiveThirtyEight's tracker has not recorded his net approval as positiveâthat is, he has not been recorded as more popular than he is unpopularâsince then.

Despite his low approval ratings, Biden told
USA Today
in an exit interview published last week that he believes he could have won if he hadn't dropped out of the race.
"It's presumptuous to say that, but I think yes," Biden said, adding that he based that view on polling he reviewed.
Meanwhile, a recent AP-NORC poll found that Americans
hold a dimmer view of his presidency
compared to Trump and former president
Barack Obama
.
Only about a quarter of U.S. adults rated Biden as a "good" or "great" president, with less than one in 10 describing him as "great," the poll found. In contrast, about a third had described Trump as "good" or "great" at the end of his term, even after the deadly insurrection where a mob of his supporters stormed the U.S. Capitol in a bid to stop the certification of Biden's victory in the 2020 election on January 6, 2021.

"While the failures of this administration are fresh in the minds of many Americans now, historians will also look back on Biden's many successes, including leading the country out of the pandemic and passing a major infrastructure bill that eluded his predecessors. Yet if Biden's main goals were to heal political polarization, serve as a bridge to the next generation, and defeat Trumpism, there's little doubt that he didn't succeed."

According to FiveThirtyEight's analysis of polls, just 35.6 percent approval of Biden's performance as of January 13, while 57.1 percent disapprove, giving him a net disapproval rating of 21.5 percent.

## **Why It Matters**
Biden's approval ratings have declined since the early months of his term, but the latest numbers are a sharp illustration of how tarnished his legacy has become.
They put him [at risk of leaving office with a lower approval rating](https://www.newsweek.com/joe-biden-approval-before-leaving-office-lower-trump-2012830) than most presidents, including President-elect [Donald Trump](https://www.newsweek.com/topic/donald-trump). Trump's approval rating was 38.6 percent when he left office at the end of his first term in 2021, according to FiveThirtyEight.

## **What To Know**
Biden's approval ratings had hovered above 50 percent in the first year of his presidency.
But his approval ratings dropped and his disapproval ratings surged following the deadly and chaotic U.S. withdrawal from Afghanistan in August 2021. FiveThirtyEight's tracker has not recorded his net approval as positiveâthat is, he has not been recorded as more popular than he is unpopularâsince then.
Over the past year, his approval ratings have suffered due to concerns about the economy, his handling of immigration and [his support of Israel's war](https://www.newsweek.com/israel-joe-biden-gaza-polling-approval-rating-fall-1886966) against [Hamas](https://www.newsweek.com/topic/hamas).
Biden ran for a second term despite his low approval ratings, before ultimately dropping out. Vice President [Kamala Harris](https://www.newsweek.com/topic/kamala-harris) replaced him as the Democratic nominee and lost to Trump in November's election.
Despite his low approval ratings, Biden told *USA Today* in an exit interview published last week that he believes he could have won if he hadn't dropped out of the race.
"It's presumptuous to say that, but I think yes," Biden said, adding that he based that view on polling he reviewed.
Meanwhile, a recent AP-NORC poll found that Americans [hold a dimmer view of his presidency](https://www.newsweek.com/americans-rate-biden-worse-trump-obama-new-poll-shows-2013001) compared to Trump and former president [Barack Obama](https://www.newsweek.com/topic/barack-obama).
Only about a quarter of U.S. adults rated Biden as a "good" or "great" president, with less than one in 10 describing him as "great," the poll found. In contrast, about a third had described Trump as "good" or "great" at the end of his term, even after the deadly insurrection where a mob of his supporters stormed the U.S. Capitol in a bid to stop the certification of Biden's victory in the 2020 election on January 6, 2021.
## **What People Are Saying**
**Costas Panagopoulos**, a professor of political science at Northeastern University, told *Newsweek*: "It is not too surprising that Biden's approval rating has continued to drop to its lowest level given the intense partisan polarization in America today, recent controversies, like reversing his pledge not to pardon his son, and that he is essentially a lame duck.
"While Biden's latest approval rating may be at its nadir for the duration of his presidency, it is not significantly different from Trump's approval at the end of his first term or from other one-term presidents' approval ratings at the end of their presidencies, including George H. W. Bush, [Jimmy Carter](https://www.newsweek.com/topic/jimmy-carter) and Gerald [Ford](https://www.newsweek.com/topic/ford). If history is any guide, however, it would also not be unusual for Biden's retrospective approval to strengthen as the years pass."
**Thomas Gift**, an associate professor of political science and director of the Centre on U.S. Politics at University College London, told *Newsweek*: "The legacies of many presidents tend to improve over time, with distance from their tenures. There's good reason to believe that will be true of Biden, as well.
"While the failures of this administration are fresh in the minds of many Americans now, historians will also look back on Biden's many successes, including leading the country out of the pandemic and passing a major infrastructure bill that eluded his predecessors. Yet if Biden's main goals were to heal political polarization, serve as a bridge to the next generation, and defeat Trumpism, there's little doubt that he didn't succeed."
