Announcement: End of State of Emergency Related to Hurricane Helene
The State of Emergency related to Hurricane Helene has ended.
As a result,
Executive Order 318
, which temporarily authorized professional health care licensing boards to waive licensure requirements for out-of-state licensees to provide care in North Carolina
will not be extended
.
Any counselor licensed in another state, territory, or the District of Columbia who is currently providing counseling services (via telehealth or in person) to clients located in North Carolina
must terminate those counseling services no later than September 15, 2025
.
Counselors must
notify the North Carolina Board of Licensed Clinical Mental Health Counselors by September 22, 2025
, confirming:
That counseling services to clients in North Carolina have ended, and
The date of the final service rendered.

Unless exempt for licensure under NC GS Article 24 § 90-332.1, any person engaged in the practice of counseling in the state of North Carolina must be actively licensed by the Board.

### Announcement: End of State of Emergency Related to Hurricane Helene
