# VTL Applications: Travelling from and back to Singapore
Travel
17 Mar 2022

There are new updates on Vaccinated Travel Lane (VTL) requirements every other week. It can be confusing. Frustrating even. The official information released is separated into multiple articles and so hard to find. We get it. So we decided to make it easy for you.
For fully vaccinated Singapore citizens and permanent residents hoping for a hassle-free vacation, this step-by-step guide will come in handy.
### Step 1: Planning your trip
### Apply for Vaccinated travel pass 7-60 days before arrival date
Singapore citizens and permanent residents and unvaccinated children aged 12 and below in the current calendar year do not need to make any applications for a Vaccinated Travel Pass (VTP).
Long-Term and Short-Term Pass holders must apply for VTP if they intend to enter Singapore again. A VTP is valid for 6 calendar days from the traveller's chosen entry date.
For more information on vaccination requirements, [you may refer here.](https://safetravel.ica.gov.sg/wphl/vaccination-requirements)
### Booking designated VTL flights
Here is a list of Vaccinated Travel Lane (VTL) countries fully vaccinated travellers can travel to.
| | |
|---|---|
| Australia | Adelaide, Brisbane, Melbourne, Perth, Sydney |
| Brunei | Bandar Seri Begawan |
| Cambodia | Phnom Penh, Siem Reap |
| Canada | Vancouver |
| Denmark | Copenhagen |
| France | Paris |
| Fiji | Nadi |
| Germany | Frankfurt, Munich |
| India | Chennai, Delhi, Mumbai |
| Indonesia | Jakarta |
| Italy | Milan, Rome |
| Malaysia | Kuala Lumpur |
| The Maldives | Male |
| The Netherlands | Amsterdam |
| Spain | Barcelona |
| South Korea | Seoul |
| Sri Lanka | Colombo |
| Switzerland | Zurich |
| Thailand | Bangkok |
| Turkey | Istanbul |
| The United Kingdom (UK) | London, Manchester |
| The United States of America (USA) | Houston, Los Angeles, New York (JFK), San Francisco, Seattle |
### Applying for COVID-19 travel insurance
It is not compulsory for fully vaccinated travellers travelling out of Singapore to purchase travel insurance, nor is there any minimum coverage. However, travellers are highly encouraged to do so.
- **Coverage before your trip**
- Check if your insurer requires you to get a negative COVID-19 PCR test before purchasing your policy.
- If you get COVID-19 before your trip, cancellation and reimbursement of insurance
- **Coverage during your trip**
- Medical expenses that would be covered should you get COVID-19
- Quarantine allowance is included
- **Coverage after your trip**
- COVID-19 coverage for medical treatment when you're back in Singapore
### Preparing vaccination certificates
All hardcopy vaccination cards/ slips issued in Singapore and vaccination records found on mobile applications such as [Trace Together](https://www.tracetogether.gov.sg/) and [HealthHub](https://www.healthhub.sg/) may not be accepted for use overseas where digital verification might be required, i.e. scanning the QR codes on your digital vaccination certificate.
Travellers who are vaccinated in Singapore and are required by foreign authorities to show digitally verifiable proof of vaccination should obtain a digitally verifiable overseas vaccination certificate ('Vaccination HealthCert') at [Notarise](https://www.notarise.gov.sg/). Upon successful application, the Vaccination HealthCert will be sent by Notarise to the traveller's email and/or Singpass app (for users who logged in using Singpass app/ credentials).
### Step 2: Pre-departure
### Take PCR test within 48 hours of departure.
All VTL travellers must undergo a mandatory pre-departure COVID-19 PCR test or professionally administered Antigen Rapid Test (ART) taken within 48 hours of flight departure.
### Travel history requirements
VTL travellers must have remained in Singapore or any of the above mentioned VTL countries for the past 14 days from the intended travel date. Therefore, make sure that you were in those countries after the commencement date of the VTL.
### Present your documents
Depending on the destination VTL country, a visa may be required. If so, present a valid visa, passport, negative test result from the pre-departure test and proof of vaccination, and you're well on your way.
Please find all the VTL requirements and application procedures on ICA's website: <https://safetravel.ica.gov.sg/vtl/requirements-and-process>.
### Register and pre-pay for on-arrival PCR test
Certain countries/regions like Brunei, Cambodia, Indonesia, Italy, Malaysia, South Korea, Thailand require an on-arrival COVID-19 PCR or ART test.
So, before departure from Changi Airport, VTL flights travellers should register and pre-pay for their tests.
### Step 3: On arrival
### Present the same documents at the immigration
The same departure documents (vaccination certificates, passports, visas) will be required at the immigration of the destination country.
The VTL country may also require travellers to download an app for their contact-tracing purposes.
### Take on-arrival COVID-19 PCR test or ART test.
Once immigration is cleared, travellers may be required to take another test, which should have already been paid for before the designated VTL flight.
### Proceed to self-isolation accommodation via private transport
Generally, no quarantine or self-isolation is required for most VTL countries/regions, except for the following:
| | |
|---|---|
| Brunei | Self-isolation of 5 to 10 days |
| India | Self-isolation for 7 days |
| Indonesia | Serve quarantine for up to 10 days |
| Italy | Self-isolation for 10 days |
| South Korea | Unvaccinated children aged six and above may enter but have to quarantine for 10 days. |
### Step 4: While overseas
### Follow local health rules and remain within the VTL country
Travellers are recommended to practice safe distancing, if possible, wear a mask to protect themselves even if it is not legislated and stay within the VTL country to minimise the risk exposure.
### Step 5: Coming back to Singapore
### Pre-departure test overseas
All travellers, except those aged 2 and below in this calendar year, must undergo a polymerase chain reaction test or Antigen Rapid Test (ART) within 2 days before departure for Singapore.
The pre-departure COVID-19 test must be taken at an [internationally accredited or recognised laboratory, clinic, or medical facility](https://www.moh.gov.sg/covid-19/accreditation-bodies-for-covid-19-testing). The test result certificate must be in English and state the following:
- the traveller's name, and at least one other personal identifier such as the date of birth or passport number
- a negative COVID-19 test result
- the date and time when the COVID-19 test was taken; and
- the name of the testing institution conducting the COVID-19 test
### Documents Required
These documents are needed to enter Singapore again, other than a passport and pre-departure test results.
A Singapore Citizen or Permanent Resident whose proof of vaccination was issued in Singapore will need to present a valid vaccination status on the Trace Together or HealthHub app issued by the Singapore Ministry of Health.
Long-Term Pass Holders or Short-Term Visitors will need to produce a valid Vaccinated Travel Pass (Air) \[VTP (Air)\], which you can apply for here. Please click [here](https://eservices.ica.gov.sg/STO1/VTL) for more details.
If the traveller was fully vaccinated overseas, please ensure that one of the following is completed:
1. \[For Long-term Pass Holders/Short-Term Visitors only\] upload your vaccination QR code in your VTP (Air) application (if required)
2. \[For SC/PRs only\] upload your vaccine certificate on your SG Arrival Card submission
### On arrival test in Singapore
The on-arrival COVID-19 PCR test will be conducted at a testing facility within Changi Airport after arrival immigration clearance and baggage collection. Travellers will be guided by airport staff to the testing site.
Remain isolated until you get a negative PCR test
Travellers are to immediately take private transportation, taxi, or private hire car (e.g., GrabSHN, Go-Jek, Ryde, MVL(TADA)) from the airport to their declared place of accommodation.
Travellers entering Singapore on an approved VTP (Air) may be picked up from Changi airport by their company/family member/friend in a private vehicle. There should not be more than one person picking the traveller up from the airport.
### Step 6: Go to Quick Test Centres (QTCs) for Day 3 and Day 7 ARTs
### Why do travellers need to undergo Day 3 and Day 7 ARTs?
As part of our efforts to contain the Omicron variant until more information is available, Singapore is enhancing our testing protocols and procedures for all travellers, including VTL travellers.
### Where to go for the test and how much does it cost
Travellers entering Singapore must undergo supervised self-administered COVID-19 ARTs at [Quick Test Centres (QTCs) or Combined Test Centres (CTCs)](https://go.gov.sg/QTC-ART-testing) on Days 3 and 7 of their arrival in Singapore, and unsupervised self-administered COVID-19 ARTs using [self-procured ART kits](https://www.hsa.gov.sg/consumer-safety/articles/covid19_selftests) on Days 2, 4, 5 and 6 of their arrival in Singapore.
The cost of each ART is S\$15 (including GST). Travellers will bear the cost of the tests.
Payment is to be made online via the payment link provided. The electronic receipt must be shown during registration as proof of payment.
Cash will not be accepted.
### How long does it take?
Travellers may leave the test centre once they have completed their self-administered ART and await notification of their test results via SMS or email, sent after 2 hours.
