My HP laptop with Windows 10 doesn’t even hang when I try to restart. If it’s already on and I try to restart, it just shuts down and stays shut down. Then when I press the power button, it will attempt to restart, though the only sign of that is that the keyboard lights come on–nothing on the screen at all, just totally black. After a few seconds it just shuts down again. If I keep trying to restart, the same thing happens every time. The only thing that works, for some reason, is waiting for 10 minutes or so. Then it restarts just fine. Can anyone explain this?

And Fix 3 seemed to work for me\!
My PC was hanging up on Restart and just not Restarting like normal. Various programs were hanging up and I ran Compatibility Tests and reset some of those to Win 8 (instead of Native Win 10) for better performance. It seems to have made some 32-bit programs like Acrobat Reader DC behave better in Windows.
Fingers Crossed this holds for the next month at least\!
Windows 10 IS very reliable to a point. When you get disconnected from the MS servers, then it’s a nightmare and you have to figure out what went wrong.
My OS crashed and I had to reinstall the thing and then take it to the computer store but ultimately what kept me off the Net was a problem with my combo cable modem/wireless. I somehow stumbled through and fixed that by reverting to default settings and cleaning off any changes I made.
OS 10 just started running slow and it seems like Update Services had to be stopped and restarted. Like clearing the plaque out of an artery or doing bypass surgery…
The Update service and reliance on keeping “in touch” with MS servers (likely to prevent as much piracy as happened with Windows XP) is making life VERY INTERESTING for those of us who are constantly on the web.
Until this year, I NEVER had issues that weren’t resolvable “just by reinstalling” the machine. I KNOW I had to do that 2x during the life of Windows XP. Towards the end of my use of Win XP, I suspected I had to migrate to another hard drive/SSD (coming on the mechanical end of a hard drive already over 10 years old!) and reinstall WinXP on that. By that time, Win10 was becoming the next thing and I just jumped ship since Win7 was fast coming up on its end, too.

How am I supposed to do anything if all I see on my laptop is “Restarting”. I have a Zenbook 14 and I’m not that tech savvy so I don’t know what to do really.if anyone can help that would be much abliged .

Hello, first of all…excuse my english!!\!
I have an Acer desktop computer with W´10, it starts very slowly and I decided to buy an SSD to gain speed. What I have done I had done before on other computers, but this time I have encountered this problem.
Without dismantling the old hard disk, I connect the new SSD with a SATA-USB cable, Windows detects the new disk and initializes it, I use Acronis for the backup, I select the source disk (complete disk, without partitions) and select the new one as destination (I check that says “optimize for SSD”), I leave the copy and turn it off.
I disconnect everything and open the PC to extract the HDD, I only have one bay for one, and I connect the SSD, I close and connect everything, I turn on and turn on the W´10 without problems, I try some applications, everything ok, I try to restart a couple of times and everything is fine. (I give the option to restart, not turn off and on).
And now the problems …
I turned it off in the morning after doing what was explained above, but when I arrive in the afternoon I turn it on and the black screen message “Restart and select the appropriate boot device” appears.
The first thing I do is enter the BIOS and verify the boot order, everything is fine, the disk is first and nothing, then I boot with a Windows 10 usb and the option to recover the boot is not resolved.
Then I decide to reinstall the old one to work, I do it, I start it and everything is fine, but if I turn it off, the message also returns with the old disk, I do tests and I verify it with 2 I have the same result, if I restart it there is no problem, but when I turn off and on I go back to the message, I change the disk and the first time it boots, but if I turn off I go back to it.
I’ve searched enough information but I don’t see a solution …

I have to say the same. My machine is sitting here percolating and running the circular aggravation. I tried several ways to boot, msconfig has the most. But half of the apps wont run. Such a huge time waster. My machine won’t update, either. That’s what started all this crap in the first place. It was running the updates and showing percentages and it finally got finished. The last thing it did was tell me that the updates failed and it was putting everything back the way it was. Wrong reindeer. It’s times like this that I wish I had the money for a Mac…Grrr.

### Fix 1: Unplug ALL external devices from your computer
Sometimes external devices are the reason that prevents a normal boot-up. So you can try disconnecting ALL of them to see if it fixes the **Windows 10/11 stuck on Restarting** problem. If yes, then great! If the problem remains, please move on to **Fix 2**, below.

### Fix 2: Disable Fast Startup
If you cannot start up Windows 10/10 right now, please enter [**Safe Mode**](https://www.drivereasy.com/knowledge/how-to-enter-safe-mode-in-windows-10/) to follow the fixes below for troubleshooting.
**Fast Startup** is a feature in Windows 10/11 that helps our computer restart faster. But it can also interfere with the shutdown & restart process, hence the **Windows 10/11 stuck on Restarting** problem.
Here’s how to disable **Fast Startup**:
1. On your keyboard, press **the Windows logo key**and **R** at the same time, then copy & paste **powercfg.cpl** into the box and click **OK**.

2. Click **Choose what the power buttons do**.

3. Click **Change settings that are currently unavailable**.

4. Make sure **the box** before **Turn on fast startup (Recommended)** is **unchecked**, then click **Save changes** and close the window.

5. Restart your computer for the changes to take effect.
6. Check your computer to see if it is still stuck on restarting. If the issue persists, please try **Fix 3**, below.

### Fix 3: Restore the Software Distribution Package
You can also try to disable **Windows Update** first and then restart the service to see if it solves the **Windows 10/11 stuck on Restarting** problem.
Here is how to restore the Software Distribution Package:
1. On your keyboard, press the **Windows logo key** and type **cmd**. Then right-click on **Command Prompt** and click **Run as administrator**.

2. Type **the following commands** and press **Enter** after each:
```
net stop wuauserv
cd %systemroot% ren SoftwareDistribution SD.old net start wuauserv
```
3. Restart your computer for the changes to take effect.
4. Check your computer to see if the problem is resolved. If yes, then great! If it still remains, you should try **Fix 4**, below.

### Fix 4: Update your device drivers
This problem may occur if you are using the wrong or outdated device drivers. So you should update your device drivers to see if it fixes your problem. ### **Fix 5: Disable Geolocation, Cryptographic and Selective Startup**
1. On your keyboard, press **the Windows logo key** and **R** at the same time, then copy & paste **msconfig** into the box and press **Enter**
.

2. In the **General** tab, click the **Diagnostic startup** button. Then click **Apply** \> **OK**.

3. On your keyboard, press **the Windows logo key** and **R** at the same time, then copy & paste **services.msc** into the box and click **OK**.

4. Scroll down and double-click on **Cryptographic Services**.

5. Click **Stop**. Then on **Startup type**, select **Disabled**. Click **Apply** \> **OK**.

6. Back to the **Services** window, locate and double-click on **Geolocation Service**.

7. Click **Stop**. Then on **Startup type**, select **Disabled**. Click **Apply** \> **OK**.

8. Restart your computer and check if the issue has been fixed. If not, move on to **Fix 6**, below.

### Fix 6: Update your BIOS
**BIOS** (**Basic Input/Output System**) performs the hardware initialization and jumpstarts the processes during the booting process of your computer. So we can try updating our **BIOS** to see if it sorts out our computer-being-stuck-at-restarting-screen issue.
**Important**: Updating BIOS incorrectly might incur loss of data or even more serious problems. So please proceed with caution or seek professional help in the **BIOS updating process**.
1. On your keyboard, press **the Windows logo key** and **R** at the same time, then copy & paste
**msinfo32** into the box and press **Enter**.

2. In **the information** in **BIOS Version/Date** and go to the manufacturer’s official website.
3. Check out the **Support** (or **Download**) section and search for the latest BIOS update.
4. Download the file and install it properly.
5. Check to see if your PC restarts properly this time.
