It's not exactly a random selection process... it just follows a different calendar system. Look up "Lunar Calendar" in google to get more of the history... (I don't have any good links handy) Historically, the Chinese followed the Lunar Calender which defines one month to be the period between two new moons, or about 29/30 days? (not sure on the exact number), and one year has 12 lunar months (sometimes 13). The traditional Chinese holidays (Chinese New Year, Dragon Boat Festival, Mid-Autumn Festival) all use the Lunar calendar to determine the exact date. For the Mid-Autumn festival, it always falls on the 8th lunar month, and the 15th day. It's the same reason that the Chinese New Year seems to bounce around between January and February. The only way I know of to convert between a western date (using the gregorian calendar) and a lunar date is to use an online calendar app, since there's a bunch of rules governing how things play out (just like trying to figure out when we're going to have a leap year, only about 10 times more complicated)
