Busch said that it appeared the girl and boy had been involved in some sort of scuffle the day before. Even if the investigation finds that the boy did pull the trigger, it may be impossible to bring charges against him. Busch explained that, while the boy has done a "terrible thing", it may not be possible to hold him criminally responsible. No other students were reported injured in the shooting.
