The Schengen Agreement was first signed in 1985 in Schengen, a small town in Luxembourg, and implemented in 1995. Once a Japanese national has arrived at one of country, travel within the country is treated as "internal (domestic)" travel. The entry procedures for Japanese nationals are as follows. ### Disembarkation (entry) procedures **When traveling to a Schengen country via another Schengen country** Entry procedures are taken only in the first country of arrival. Customs inspection for carry-on baggage is made at the first country of arrival and at the final destination for checked-in baggage. Example: Tokyo to Madrid via Paris Entry procedures and customs inspection for carry-on baggage is processed in Paris. Customs inspection for checked-in baggage is processed in Madrid. ### Embarkation (departure) procedures **When traveling from a Schengen country via another Schengen country** The departure procedures are taken only in the last Schengen country to be departed from. The customs inspection is made at the destination country. The EU member countries implementing EES will roll out the system at their external borders in a phased manner. This means that data collection at border crossing points will begin incrementally and is expected to be fully implemented by April 10, 2026.
