2019 年 3 月 27 日，1 项名为 996.ICU 的项目在 GitHub 上传开。在这个项目指向的域名页面上，发起人程渊这样写到：“什麽是 996.ICU？工作 996，生病 ICU”。程渊将 996 工作制下最低 72 个工时与《劳动合同法》等条文对比，批评 996 工作制的不合理性，并呼吁“程式开发员生命为重”（Developers’ lives matter）。程渊发起的这个项目，受到广大电脑程式员的支持，引发大众关注程式开发员群体的工作健康问题。被定义为“程式开发员的一次反抗”。对此网友们纷纷留言表示：“这也是颠覆国家政权罪，由此可想，这流氓中共政权也太容易被颠覆了。”、“倡导不加班就是颠覆国家政权，按时下班的是不是都算反贼？笑死我算了。”、“自诩世界强国的政权，原来只要被要求正常工作时数，政权就会跨掉啊？真是让人大开眼界。”、“一个代表工人的党，如今也要对著工人重拳出击了。”
