As of Apr. 14, it was announced at it will now be compulsory to wear a mask when outside, with immediate effect.] With the worsening Covid-19 situation, the government has advised Singaporeans to wear a mask when they go out. But is it illegal not to? And what will happen to those who choose not to do so? You will not be fined for not wearing a mask outside Recently, there have been several circulating WhatsApp messages about fines imposed on those who don't mask up outside. Mothership has since verified with the Ministry of Environment and Water Resources that this is not true . According to a Ministry of Health FAQ on safe distancing measures, members of the public are advised to stay home and avoid interaction with those outside of one's household. For those who need to leave the house and are unable to avoid close contact with others, they can wear masks to protect themselves and others. There is no mention of any fines. What about for wet markets, supermarkets & other spaces? Patrons without a mask will be refused entry into the 40 markets managed by the National Environment Agency (NEA) or NEA-appointed operators from Apr. 12 onwards. People going to supermarkets, convenience stores, pharmacies and shopping malls should also wear masks. Simply because these venues have the right to turn away those who do not wear masks. And also, social responsibility. In addition to these locations, Straits Times also reported on Apr. 14 that all customers visiting bank retail branches must now wear face masks to be allowed to enter. Surely one must wear a mask on public transport? On Apr. 11, transport minister Khaw Boon Wan said that it will soon be "compulsory" for all commuters to wear masks when using public transport to minimise transmission in public transport during the post-circuit breaker period. However, he did not elaborate on how exactly this would be enforced. He did explain, however, that with the circuit breaker measures in place, trains and buses are not crowded and safe distancing is possible for commuters taking public transport. Things will be different when the crowds return, though. And to prepare for this, Khaw said that Transport Ambassadors and posters will start reminding commuters to wear masks now. OK, but what about F&B staff? If you are staff selling or preparing food & drinks at SFA-licensed food establishments, it's a different story. Apr. 13 is the first day of enforcement after Singapore Food Agency introduced a mandatory requirement for staff engaged in the sale and preparation of food and drinks at all SFA-licensed food establishments to wear masks or other forms of physical barriers. First-time offenders will face a composition fine of S$300. Repeat offenders will face higher fines, or prosecution in court for egregious cases. So yes, you don't have to wear a mask if you're out. But you should do it anyway. Given the changes in the Covid-19 situation, Prime Minister Lee Hsien Loong has said on Apr. 3 that the government will not discourage people from wearing a face mask if they want to. Minister of National Development Lawrence Wong also explained that the government's decision on whether healthy people should wear masks or not follows the scientific evidence and World Health Organisation's advice. The government is also informed by new information such as more asymptomatic patients being identified.
