Alabama
While medicinal cannabis is legal in the state of Alabama, it also has some of the strictest regulations in the country. THC can only be consumed through topical gels and patches, oils, lozenges, suppositories, and capsules. In addition, medical THC can only be used to treat approved conditions, and the list is quite short.
In 2018, Alabama was called out for having “draconian” marijuana laws, so even a restrictive step forward is a step forward. In the same year, a study from ACLU revealed black people were over four times more likely to be arrested for marijuana possession than white people.
Alaska
Alaska became one of the first states to legalize medical cannabis in 1998. The measure didn’t allow for the sale of cannabis, but marijuana in Alaska completely changed when it was legalized for recreational use in 2014. However, things were off to a rocky start until the state’s first dispensary opened in 2016.
Arizona
In 2010 medicinal marijuana was legalized in Arizona, with recreational marijuana following in 2020. Adults 21 an older can possess up to an ounce of cannabis and grow up to six plants. The new measure also allowed some people with cannabis related charges to have them expunged.
Arkansas
Arkansas legalized medicinal cannabis in 2016, and residents with a qualifying condition can possess up to 2.5 ounces at a time. The first dispensary was opened in 2016 in Hot Springs, and residents have spent over 250 million since then.
California
California has been at the forefront of marijuana legalization since they legalized the medicinal use of it in 1996. While recreational adult use was passed in 2016, high taxes and the cost of licenses kept a lot of retailers out of the industry.
The legal cannabis market brings in around $4.4 billion annually, but the state’s black market brings in three times as much.
Colorado
In 2012, Colorado became the first state in the country to create a recreational cannabis business. The laws surrounding legal cannabis are still a work in progress though, and anti-marijuana activists have been pushing the state to implement potency caps.
Colorado’s cannabis industry brought in 2 billion in 2020, and each year the first $40 million in tax revenue is used toward public schools. However, a recent study found indoor marijuana grows produce more greenhouse gases than Colorado’s coal industry.
Connecticut
In June of 2021, Connecticut fully legalized the recreational use of marijuana for adults in the state who were 21 or older. For more than ten years the state has had a medical marijuana program, which currently has a patient network of over 50,000. The cannabis market is expected to be running by May 2022, and adults will be able to possess up to 1.5 ounces starting on July 1st.
A portion of tax revenue from the Connecticut cannabis industry will be invested into the communities most affected by the War on Drugs.
Delaware
Delaware legalized medicinal marijuana use in 2011, but current Governor John Carney has voiced a strong opposition against legalizing recreational use. Despite a bill that made it to Delaware’s House committee in March of 2021, his position didn’t change.
Florida
While medical marijuana is legal in Florida, guidelines surrounding it are stricter than many other states. Patients need a doctor recommendation to get cannabis from a dispensary. It’s illegal for residents to grow their own plants, and members of the state government are working to limit how much THC can be in medical products.

Georgia
In the state of Georgia, low amounts of THC have been approved for medicinal use, but it isn’t easy to become an approved patient. The Georgia Justice Act, which would decriminalize low possession amounts, was presented to state legislature in 2020, but it has yet to move forward.
In 2018, Georgia had over 50,000 cannabis related arrests, putting it at the fifth highest rate in the country for these kinds of arrests.
Hawaii
While recreational cannabis isn’t legal in Hawaii, medicinal use is. In 2019, the state also decriminalized possessing up to three grams of marijuana. However, lawmakers have recently pushed for legalizing recreational adult use, and increased the limit of decriminalized possession.
Governor David Ige has expressed concerns about continued legalization and reform. According to Ige, this is due to federal Schedule I status of cannabis.
Idaho
Idaho has some of the strictest laws regarding cannabis, considering it is completely illegal in the state. Not even low amounts of THC can be used. The Idaho state Senate even voted in February to put the prohibition of marijuana into their Constitution.
Illinois
Chicago, Illinois is considered the city where the War on Drugs started decades ago, and this led the state to implement some of the most progressive cannabis laws in the country. The state completely legalized adult use of cannabis in 2019, and that same legislation expunged or pardoned anyone that had a nonviolent, low-level conviction.
Jurisdictions across the state also decided to take some of their pot revenue and put it into communities targeted by the War on Drugs.
Indiana
While Indiana state Governor Eric Holcombe legalized CBD in 2018, cannabis and most levels of THC are still completely illegal. Residents can’t possess CBD products with more than 0.3% THC. Holcombe has also gone on record saying he will stop any attempts at legalization.
Iowa
Iowa has a limited medical marijuana program, but recreational use is completely illegal. There are about 5,000 patients enrolled, but they only have access to certain products will low THC levels. Recent studies have shown Iowa residents would support further legalization, but the state’s legislature is against it.
Kansas
Cannabis is completely illegal in Kansas, but recent legislation approved low-level THC products for medical use. Any residents with an approved medical condition can access products with less than 0.5% THC.
Kentucky
In Kentucky, CBD has been legalized for medical use, but cannabis continues to be completely illegal. However, state Governor Andy Beshear has been pushing to legalize medical marijuana. The Kentucky state Senate continues to be opposed to any kind of reform.
Louisiana
While Louisiana started work on medical cannabis laws in 1991, there wasn’t a cohesive or efficient program in place until 2016. Patients can enjoy a range of medicinal marijuana products, including oils and gummies. In June 2021, state Governor John Bel Edwards decriminalized cannabis possession in the state and legalized smokable flower for medical patients.
Maine
Cannabis was fully legalized in Maine in 2016, but the actual retail marijuana industry wasn’t fully operating until October of 2020. The state already had a medical program in place, which was established in 1999. Some of the small-scale growers and dispensaries in Maine have expressed worry about how big-name cannabis companies could negatively impact them.
Maryland
Maryland is another state that was at the center of the drug war, and state legislature has been working on ways to fairly implement marijuana reform. While medical cannabis is legal in the state, recreational use isn’t. However, marijuana itself has been decriminalized.
Massachusetts
Massachusetts fully legalized adult cannabis use right alongside Maine in 2016. It took a few years to get the industry running, and retail sales didn’t start until July of 2018. Even today, there are only 77 recreational dispensaries in Massachusetts, which is low compared to other legal states.
Michigan
In 2018, Michigan residents voted to fully legalized adult cannabis use, and the first dispensaries opened their doors just a year later. Adults can possess up to 2.5 ounces and 15 grams and grow up to 12 plants. However, public consumption of cannabis is strictly prohibited in the state.
In October of 2021, Michigan Governor Gretchen Whitmer passed legislation to expunge the records of those with low-level cannabis related convictions.
Minnesota
Medical cannabis was legalized in Minnesota in 2014, and state legislature is currently working to have recreation adult use legalized. The bill is expected to have a floor vote in May of this year. The bill also seeks to help with criminal justice reform and social equity.
Mississippi
Cannabis continues to be fully illegal in Mississippi, despite overwhelming support from residents. In November of 2021, residents voted in support of legalizing medical cannabis, but the measure was blocked by the State’s Supreme Court. Lawmakers are still working to get a medical program put into place.
Missouri
In 2018 residents of Missouri voted to legalize medical cannabis in the state. While the measure went through, state legislature hasn’t shown much support for recreational legalization. According to state representative Shamad Dogan, ten percent of Missouri’s arrests are due to cannabis possession.
Montana
In Montana, cannabis is fully legal for adult medical and recreational use. Adults 21 and older can have up to one ounce of marijuana flower, and eight grams of concentrate. However, retail dispensaries won’t be opening in Montana until later this year.

Nebraska
THC is still completely illegal in the state of Nebraska. However, the Senate Judiciary Committee approved a bill in March to legalize the medicinal use of cannabis. It is unclear if any form of THC will be made legal in 2022, though cannabis advocates are continuing to push for legislation.
Nevada
A ballot measure in 2016 fully legalized THC for medical and recreational use. The state has popularized the use of drive-through dispensaries, and recently passed a bill to make “consumption lounges” legal. In June 2021, Governor Steve Sisolak pardoned more than 15,000 people who had been arrested on cannabis charges that would now be legal.
New Hampshire
In New Hampshire, medicinal THC is legal, but recreational use of cultivation is strictly illegal. There are limited medical cannabis dispensaries, and around 11,000 approved patients. Democratic lawmakers introduced legislation last year to legalize recreational weed consumption, but it was never expected to pass.
New Jersey
Medicinal marijuana was legalized in New Jersey in 2010, but it was an extremely limited initiative until Governor Phil Murphy implemented an expansion in 2018. The medicinal THC program grew to include 13 dispensaries and around 100,000 approved patients. Recreational cannabis was legalized in 2020, with the first dispensaries expected to open this year.
New Mexico
New Mexico became the 17th state to fully legalize recreational cannabis use in April 2021. The Cannabis Regulation Act also has measures to address the disproportionate cannabis arrest rates in the state. The first dispensaries are planning to open April 1, 2022.
New York
New York, the 15th state to legalize recreational weed, also has some of the most progressive cannabis legislation in the United States. It is the first state to allow residents to smoke weed anywhere that smoking cigarettes is allowed. The legislation is also full of restorative justice, including expunging low-level cannabis related arrests.
North Carolina
While cannabis is completely illegal in North Caroline, there are certain low level THC products that have been legalized for medical use. Residents are hopeful for future legislation, with a majority of them supporting the legalization of cannabis for medical and recreational use.
North Dakota
While a 2012 initiative to legalize medical THC failed, a similar one was eventually passed in 2016. In 2018, there was a ballot measure introduced that would legalize recreational weed. However, 60 percent of voters proved to be against it, and the measure failed.
Ohio
Medicinal cannabis was legalized in Ohio in 2016, and today over 160,000 patients are part of the program. While attempts to fully legalize the drug have failed, pot has been decriminalized across the state.
Oklahoma
In Oklahoma medical marijuana has been legal since 2018. It actually has one of the best markets for cannabis, with licenses being incredibly cheap compared to other states. One in thirteen adults has a medical THC card, and doctor recommendations are notoriously easy to get.
Oregon
In Oregon, the use of marijuana is completely legal for adults 21 and older. While users can privately possess up to 8 ounces of marijuana flower, they can only be in possession of one ounce or less in public.
Pennsylvania
There are over half a million patients registered for Pennsylvania’s medical marijuana programs, and a majority of adult voters support recreational use. The state seems ready to legalize recreational pot at any time, with legislation already being introduced by state lawmakers.
Rhode Island
Governor Dan McKee and Senate leaders have already introduced plans to have recreational pot legalized in Rhode Island in 2022. Medicinal use is already legal, and both proposed plans would allow any adults 21 and older to consume pot. While the Senate plan has provisions to allow adults to grow cannabis plants, McKee’s plan doesn’t.
South Carolina
Any kind of cannabis use is completely illegal in South Carolina. However, CBD has been legalized for medical purposes. While Senator Tom Davis has attempted to pass medicinal cannabis legislature, other state lawmakers have continued to block him.
South Dakota
South Dakota recently legalized the use of cannabis for medicinal purposes, with an overwhelming majority of voters also in favor of legalizing recreational use. A recreational cannabis provision was meant to pass alongside the medical one, but it was ultimately struck down.
Tennessee
Tennessee has struggled to pass any cannabis related measures. A medical marijuana bill was originally passed in 2014, but it eventually fell apart. Currently, low-level THC products that are mainly made up of CBD are legal in the state.
Texas
Texas has some of the strictest laws regarding cannabis, but arrest rates have gone down in recent years. Similar to Tennessee, Texas had allowed low THC high CBD products, but recent measured attacked those as well. Low-level THC concentrates are legal for medicinal use only.
Utah
In Utah, medicinal THC has been legal since 2018, but the state still has some of the most conservative cannabis laws. The Church of Latter-Day Saints, a major entity in Utah, remains strongly against recreational pot, so it is unlikely to be legalized any time soon.
Vermont
Vermont legalized adult recreational cannabis use in 2018. Residents 21 and older can possess up to an ounce at a time and grow up to six plants. However, it is currently illegal to sell, but the retail market is expected to be running this year.
Virginia
Virginia is the first southern state to legalize adult recreational cannabis use, with a bill taking effect on July 1, 2021. It wasn’t expected to be legalized until 2024, but Governor Ralph Northam sped up the process. Residents can legally possess an ounce of weed, or grow four plants, but the retail market won’t be running for another few years.

Washington
The state of Washington completely legalized adult recreational pot use in 2012. According to Governor Jay Inslee, the state’s cannabis program has been a huge success. It has created jobs, reduced crime, and reduced the use of unnecessary law enforcement.
West Virginia
The medical use of cannabis is legal in West Virginia, and there were efforts made in 2021 to legalize recreational use. Two bills were introduced to legalize pot and one was introduced to decriminalize, but none of them passed. However, the measures are expected to be carried over this year.
Wisconsin
In Wisconsin, cannabis is completely illegal and there are strict laws in place regarding the drug. Even though Governor Tony Evers has pushed for total legalization, the state legislature hasn’t budged.
Wyoming
Cannabis laws are strict in Wyoming too, with the drug being entirely illegal. The state has some of the highest weed related arrest rates in the country and penalties are steep. It is also the only state make the act of being “under the influence” of pot illegal.
Washington D.C.
While Washington D.C. isn’t its own state, they do have their own cannabis laws. Use of the drug is completely legal, but it’s prohibited to consume pot on federal land. |

In June 2021, Governor Steve Sisolak pardoned more than 15,000 people who had been arrested on cannabis charges that would now be legal.
New Hampshire
In New Hampshire, medicinal THC is legal, but recreational use of cultivation is strictly illegal. There are limited medical cannabis dispensaries, and around 11,000 approved patients. Democratic lawmakers introduced legislation last year to legalize recreational weed consumption, but it was never expected to pass.
New Jersey
Medicinal marijuana was legalized in New Jersey in 2010, but it was an extremely limited initiative until Governor Phil Murphy implemented an expansion in 2018. The medicinal THC program grew to include 13 dispensaries and around 100,000 approved patients. Recreational cannabis was legalized in 2020, with the first dispensaries expected to open this year.
New Mexico
New Mexico became the 17th state to fully legalize recreational cannabis use in April 2021. The Cannabis Regulation Act also has measures to address the disproportionate cannabis arrest rates in the state. The first dispensaries are planning to open April 1, 2022.
New York
New York, the 15th state to legalize recreational weed, also has some of the most progressive cannabis legislation in the United States. It is the first state to allow residents to smoke weed anywhere that smoking cigarettes is allowed. The legislation is also full of restorative justice, including expunging low-level cannabis related arrests.
North Carolina
While cannabis is completely illegal in North Caroline, there are certain low level THC products that have been legalized for medical use. Residents are hopeful for future legislation, with a majority of them supporting the legalization of cannabis for medical and recreational use.
North Dakota
While a 2012 initiative to legalize medical THC failed, a similar one was eventually passed in 2016. In 2018, there was a ballot measure introduced that would legalize recreational weed. However, 60 percent of voters proved to be against it, and the measure failed.
Ohio
Medicinal cannabis was legalized in Ohio in 2016, and today over 160,000 patients are part of the program. While attempts to fully legalize the drug have failed, pot has been decriminalized across the state.
Oklahoma
In Oklahoma medical marijuana has been legal since 2018. It actually has one of the best markets for cannabis, with licenses being incredibly cheap compared to other states. One in thirteen adults has a medical THC card, and doctor recommendations are notoriously easy to get.
Oregon
In Oregon, the use of marijuana is completely legal for adults 21 and older. While users can privately possess up to 8 ounces of marijuana flower, they can only be in possession of one ounce or less in public.
Pennsylvania
There are over half a million patients registered for Pennsylvania’s medical marijuana programs, and a majority of adult voters support recreational use. The state seems ready to legalize recreational pot at any time, with legislation already being introduced by state lawmakers.
Rhode Island
Governor Dan McKee and Senate leaders have already introduced plans to have recreational pot legalized in Rhode Island in 2022. Medicinal use is already legal, and both proposed plans would allow any adults 21 and older to consume pot. While the Senate plan has provisions to allow adults to grow cannabis plants, McKee’s plan doesn’t.
South Carolina
Any kind of cannabis use is completely illegal in South Carolina. However, CBD has been legalized for medical purposes. While Senator Tom Davis has attempted to pass medicinal cannabis legislature, other state lawmakers have continued to block him.
South Dakota
South Dakota recently legalized the use of cannabis for medicinal purposes, with an overwhelming majority of voters also in favor of legalizing recreational use. A recreational cannabis provision was meant to pass alongside the medical one, but it was ultimately struck down.
Tennessee
Tennessee has struggled to pass any cannabis related measures. A medical marijuana bill was originally passed in 2014, but it eventually fell apart. Currently, low-level THC products that are mainly made up of CBD are legal in the state.
Texas
Texas has some of the strictest laws regarding cannabis, but arrest rates have gone down in recent years. Similar to Tennessee, Texas had allowed low THC high CBD products, but recent measured attacked those as well. Low-level THC concentrates are legal for medicinal use only.
Utah
In Utah, medicinal THC has been legal since 2018, but the state still has some of the most conservative cannabis laws. The Church of Latter-Day Saints, a major entity in Utah, remains strongly against recreational pot, so it is unlikely to be legalized any time soon.
Vermont
Vermont legalized adult recreational cannabis use in 2018. Residents 21 and older can possess up to an ounce at a time and grow up to six plants. However, it is currently illegal to sell, but the retail market is expected to be running this year.
Virginia
Virginia is the first southern state to legalize adult recreational cannabis use, with a bill taking effect on July 1, 2021. It wasn’t expected to be legalized until 2024, but Governor Ralph Northam sped up the process. Residents can legally possess an ounce of weed, or grow four plants, but the retail market won’t be running for another few years.

Wisconsin
In Wisconsin, cannabis is completely illegal and there are strict laws in place regarding the drug. Even though Governor Tony Evers has pushed for total legalization, the state legislature hasn’t budged.
Wyoming
Cannabis laws are strict in Wyoming too, with the drug being entirely illegal. The state has some of the highest weed related arrest rates in the country and penalties are steep. It is also the only state make the act of being “under the influence” of pot illegal.
Washington D.C.
While Washington D.C. isn’t its own state, they do have their own cannabis laws. Use of the drug is completely legal, but it’s prohibited to consume pot on federal land.

Alabama
While medicinal cannabis is legal in the state of Alabama, it also has some of the strictest regulations in the country. THC can only be consumed through topical gels and patches, oils, lozenges, suppositories, and capsules. In addition, medical THC can only be used to treat approved conditions, and the list is quite short.
In 2018, Alabama was called out for having “draconian” marijuana laws, so even a restrictive step forward is a step forward. In the same year, a study from ACLU revealed black people were over four times more likely to be arrested for marijuana possession than white people.
Alaska
Alaska became one of the first states to legalize medical cannabis in 1998. The measure didn’t allow for the sale of cannabis, but marijuana in Alaska completely changed when it was legalized for recreational use in 2014. However, things were off to a rocky start until the state’s first dispensary opened in 2016.
Arizona
In 2010 medicinal marijuana was legalized in Arizona, with recreational marijuana following in 2020. Adults 21 an older can possess up to an ounce of cannabis and grow up to six plants. The new measure also allowed some people with cannabis related charges to have them expunged.
Arkansas
Arkansas legalized medicinal cannabis in 2016, and residents with a qualifying condition can possess up to 2.5 ounces at a time. The first dispensary was opened in 2016 in Hot Springs, and residents have spent over 250 million since then.
California
California has been at the forefront of marijuana legalization since they legalized the medicinal use of it in 1996. While recreational adult use was passed in 2016, high taxes and the cost of licenses kept a lot of retailers out of the industry.
The legal cannabis market brings in around \$4.4 billion annually, but the state’s black market brings in three times as much.
Colorado
In 2012, Colorado became the first state in the country to create a recreational cannabis business. The laws surrounding legal cannabis are still a work in progress though, and anti-marijuana activists have been pushing the state to implement potency caps.
Colorado’s cannabis industry brought in 2 billion in 2020, and each year the first \$40 million in tax revenue is used toward public schools. However, a recent study found indoor marijuana grows produce more greenhouse gases than Colorado’s coal industry.
Connecticut
In June of 2021, Connecticut fully legalized the recreational use of marijuana for adults in the state who were 21 or older. For more than ten years the state has had a medical marijuana program, which currently has a patient network of over 50,000. The cannabis market is expected to be running by May 2022, and adults will be able to possess up to 1.5 ounces starting on July 1st.
A portion of tax revenue from the Connecticut cannabis industry will be invested into the communities most affected by the War on Drugs.
Delaware
Delaware legalized medicinal marijuana use in 2011, but current Governor John Carney has voiced a strong opposition against legalizing recreational use. Despite a bill that made it to Delaware’s House committee in March of 2021, his position didn’t change.
Florida
While medical marijuana is legal in Florida, guidelines surrounding it are stricter than many other states. Patients need a doctor recommendation to get cannabis from a dispensary. It’s illegal for residents to grow their own plants, and members of the state government are working to limit how much THC can be in medical products.

Georgia
In the state of Georgia, low amounts of THC have been approved for medicinal use, but it isn’t easy to become an approved patient. The Georgia Justice Act, which would decriminalize low possession amounts, was presented to state legislature in 2020, but it has yet to move forward.
In 2018, Georgia had over 50,000 cannabis related arrests, putting it at the fifth highest rate in the country for these kinds of arrests.
Hawaii
While recreational cannabis isn’t legal in Hawaii, medicinal use is. In 2019, the state also decriminalized possessing up to three grams of marijuana. However, lawmakers have recently pushed for legalizing recreational adult use, and increased the limit of decriminalized possession.
Governor David Ige has expressed concerns about continued legalization and reform. According to Ige, this is due to federal Schedule I status of cannabis.
Idaho
Idaho has some of the strictest laws regarding cannabis, considering it is completely illegal in the state. Not even low amounts of THC can be used. The Idaho state Senate even voted in February to put the prohibition of marijuana into their Constitution.
Illinois
Chicago, Illinois is considered the city where the War on Drugs started decades ago, and this led the state to implement some of the most progressive cannabis laws in the country. The state completely legalized adult use of cannabis in 2019, and that same legislation expunged or pardoned anyone that had a nonviolent, low-level conviction.
Jurisdictions across the state also decided to take some of their pot revenue and put it into communities targeted by the War on Drugs.
Indiana
While Indiana state Governor Eric Holcombe legalized CBD in 2018, cannabis and most levels of THC are still completely illegal. Residents can’t possess CBD products with more than 0.3% THC. Holcombe has also gone on record saying he will stop any attempts at legalization.
Iowa
Iowa has a limited medical marijuana program, but recreational use is completely illegal. There are about 5,000 patients enrolled, but they only have access to certain products will low THC levels. Recent studies have shown Iowa residents would support further legalization, but the state’s legislature is against it.
Kansas
Cannabis is completely illegal in Kansas, but recent legislation approved low-level THC products for medical use. Any residents with an approved medical condition can access products with less than 0.5% THC.
Kentucky
In Kentucky, CBD has been legalized for medical use, but cannabis continues to be completely illegal. However, state Governor Andy Beshear has been pushing to legalize medical marijuana. The Kentucky state Senate continues to be opposed to any kind of reform.
Louisiana
While Louisiana started work on medical cannabis laws in 1991, there wasn’t a cohesive or efficient program in place until 2016. Patients can enjoy a range of medicinal marijuana products, including oils and gummies. In June 2021, state Governor John Bel Edwards decriminalized cannabis possession in the state and legalized smokable flower for medical patients.
Maine
Cannabis was fully legalized in Maine in 2016, but the actual retail marijuana industry wasn’t fully operating until October of 2020. The state already had a medical program in place, which was established in 1999. Some of the small-scale growers and dispensaries in Maine have expressed worry about how big-name cannabis companies could negatively impact them.
Maryland
Maryland is another state that was at the center of the drug war, and state legislature has been working on ways to fairly implement marijuana reform. While medical cannabis is legal in the state, recreational use isn’t. However, marijuana itself has been decriminalized.
Massachusetts
Massachusetts fully legalized adult cannabis use right alongside Maine in 2016. It took a few years to get the industry running, and retail sales didn’t start until July of 2018. Even today, there are only 77 recreational dispensaries in Massachusetts, which is low compared to other legal states.
Michigan
In 2018, Michigan residents voted to fully legalized adult cannabis use, and the first dispensaries opened their doors just a year later. Adults can possess up to 2.5 ounces and 15 grams and grow up to 12 plants. However, public consumption of cannabis is strictly prohibited in the state.
In October of 2021, Michigan Governor Gretchen Whitmer passed legislation to expunge the records of those with low-level cannabis related convictions.
Minnesota
Medical cannabis was legalized in Minnesota in 2014, and state legislature is currently working to have recreation adult use legalized. The bill is expected to have a floor vote in May of this year. The bill also seeks to help with criminal justice reform and social equity.
Mississippi
Cannabis continues to be fully illegal in Mississippi, despite overwhelming support from residents. In November of 2021, residents voted in support of legalizing medical cannabis, but the measure was blocked by the State’s Supreme Court. Lawmakers are still working to get a medical program put into place.
Missouri
In 2018 residents of Missouri voted to legalize medical cannabis in the state. While the measure went through, state legislature hasn’t shown much support for recreational legalization. According to state representative Shamad Dogan, ten percent of Missouri’s arrests are due to cannabis possession.
Montana
In Montana, cannabis is fully legal for adult medical and recreational use. Adults 21 and older can have up to one ounce of marijuana flower, and eight grams of concentrate. However, retail dispensaries won’t be opening in Montana until later this year.

Nebraska
THC is still completely illegal in the state of Nebraska. However, the Senate Judiciary Committee approved a bill in March to legalize the medicinal use of cannabis. It is unclear if any form of THC will be made legal in 2022, though cannabis advocates are continuing to push for legislation.

The state has popularized the use of drive-through dispensaries, and recently passed a bill to make “consumption lounges” legal.
