host of executive orders on Monday
the commander-in-chief was asked for his response to a
Boston judge blocking Elon Muskâs plan
to use buyouts to incentivize federal workers to leave the governmentâs ranks.
The president said he didnât know how the plan could be declared illegal, saying, âI got elected on making government better,
more efficient and smaller
. Thatâs what weâre doing.â
He added the buyout offered is âgenerousâ with more than
60,000 former staffers now signing up to quit.
On top of the buyouts, another tactic to push staff to quitâ
advertised by DOGE boss Elon Musk and his former partner Vivek Ramaswamy
âwas to require them to come back to the office full-time.
President Trump doubled down on this stance yesterday, saying, âI happen to be a believer that you have to go to work. I donât think you can work from home.
âNobodyâs going to work from home, theyâre going to be going out, theyâre gonna play tennis, theyâre gonna play golf. Theyâre gonna do a lot of thingsâtheyâre not working.â
He added, âItâs a rare person thatâs going to work. You might work 10% of the time, maybe 20%, I donât think youâre going to work a lot more than that.â
President Trump also believes
some federal workers are balancing two jobs

âI think theyâŠhave an obligation not to have a second job when theyâre supposed to be working for the federal government,â he added. âYouâre going to find that a lot of these people have second jobsâtheyâll be collecting a federal government check and theyâll be working two jobs. Thatâs big trouble for them.â
President Trumpâs RTO mandate
presents more of a problem to some departments than others.
For example, according to anÂ
August 2024 report
 compiled by the Office of Management and Budget (OMB), 2,341 of the Department of Educationâs 4,245 staff work remotelyâthatâs more than 55%.
Moreover, in the General Services Administration, 49.8% of the nearly 13,000 staff work offsite.

analyzed how often the Republican politician was on the courseâhaving said he wouldnât have time at the start of his term.
Yet two weeks into his term at the Oval Office, the
WaPo
found, Trump was back on the green and returned for two consecutive weekends.
The analysis adds that, overall, President Trump likely played around 261 rounds during his first administrationâapproximately once every 5.6 daysâbut this could be higher given that his staff didnât declare the activity, as the
Obama administration had previously done.
It seems President Trumpâs second term is kicking off in much the same way, after the Oval Office occupant enjoyed a round with
sporting legend Tiger Woods on Sunday morning
, before jetting to the Super Bowl.
It was
his second trip to Mar-a-Lago,
his private golf club, since he was sworn in on Jan. 20.
Marc Andreessen, of Silicon Valley veterans Andreessen Horowitz, previously said he had spent half his time at the Florida resort since Trumpâs win.
âHe will happily talk to distinguished visitors about like who the vice president should be, and then heâll ask the caddy,â Andreessen told theÂ

| Readable Markdown | President Donald Trump has delivered a harsh blow in the [battle for flexible work](https://fortune.com/2025/01/31/federal-workers-elon-musk-donald-trump-widespread-support-flexible-remote-hybrid-work/?utm_source=search&utm_medium=suggested_search&utm_campaign=search_link_clicks), saying federal workers who log on from home are only working 10% of the time and are likely to have two jobs.
When signing a [host of executive orders on Monday](https://www.youtube.com/watch?v=kGbmGa_pLDk) the commander-in-chief was asked for his response to a [Boston judge blocking Elon Muskâs plan](https://fortune.com/2025/02/07/judge-blocks-elon-musk-plan-offering-incentives-federal-workers-quit/) to use buyouts to incentivize federal workers to leave the governmentâs ranks.
The president said he didnât know how the plan could be declared illegal, saying, âI got elected on making government better, [more efficient and smaller](https://fortune.com/2025/02/09/doge-elon-musk-federal-workforce-cuts-gsa-buildings-commutes-rto-mandate/?utm_source=search&utm_medium=suggested_search&utm_campaign=search_link_clicks). Thatâs what weâre doing.â
He added the buyout offered is âgenerousâ with more than [60,000 former staffers now signing up to quit.](https://www.reuters.com/world/us/us-government-workers-face-buyout-deadline-trump-presses-ahead-with-overhaul-2025-02-06/)
On top of the buyouts, another tactic to push staff to quitâ[advertised by DOGE boss Elon Musk and his former partner Vivek Ramaswamy](https://www.wsj.com/opinion/musk-and-ramaswamy-the-doge-plan-to-reform-government-supreme-court-guidance-end-executive-power-grab-fa51c020)âwas to require them to come back to the office full-time.
President Trump doubled down on this stance yesterday, saying, âI happen to be a believer that you have to go to work. I donât think you can work from home.
âNobodyâs going to work from home, theyâre going to be going out, theyâre gonna play tennis, theyâre gonna play golf. Theyâre gonna do a lot of thingsâtheyâre not working.â
He added, âItâs a rare person thatâs going to work. You might work 10% of the time, maybe 20%, I donât think youâre going to work a lot more than that.â
President Trump also believes [some federal workers are balancing two jobs](https://fortune.com/2023/04/05/return-to-office-policies-discipline-work-from-home-firing-bloomberg-apple-roblox/).
âI think theyâŠhave an obligation not to have a second job when theyâre supposed to be working for the federal government,â he added. âYouâre going to find that a lot of these people have second jobsâtheyâll be collecting a federal government check and theyâll be working two jobs. Thatâs big trouble for them.â

For example, according to an [August 2024 report](https://federalnewsnetwork.com/wp-content/uploads/2024/08/OMB-Report-to-Congress-on-Telework-and-Real-Property.pdf) compiled by the Office of Management and Budget (OMB), 2,341 of the Department of Educationâs 4,245 staff work remotelyâthatâs more than 55%.
Moreover, in the General Services Administration, 49.8% of the nearly 13,000 staff work offsite.
## What are Trumpâs WFH habits?
Time and [again, it has been argued](https://fortune.com/2023/05/14/flexible-work-feminist-women-return-office-power-men-careers-erin-grau/) that flexible working has greatly helped mothers stay in the workforce.
Research from the [Hamilton Project at the Brookings Institution](https://www.hamiltonproject.org/publication/post/prime-age-women-are-going-above-and-beyond-in-the-labor-market-recovery/) conducted in 2023 found approximately a [quarter of women with children](https://fortune.com/2024/09/20/amazons-rto-mandate-leaves-working-moms-behind/?utm_source=search&utm_medium=suggested_search&utm_campaign=search_link_clicks)âregardless of the age of their youngest childâreported working from home in the first half of 2023.
This was significantly higher for women with at least one child under the age of 5.
Such [working moms](https://fortune.com/2023/09/22/return-to-office-moms-mothers-flexibility-child-care/?utm_source=search&utm_medium=suggested_search&utm_campaign=search_link_clicks) may question when they could fit in a quick round of golf among their [parenting and professional duties](https://fortune.com/2024/12/11/the-return-to-office-wars-are-far-from-over-wfh-research/?utm_source=search&utm_medium=suggested_search&utm_campaign=search_link_clicks), but President Trump himself finds the time.
In 2021, the *[Washington Post](https://www.washingtonpost.com/politics/2021/01/20/trumps-presidency-ends-where-so-much-it-was-spent-trump-organization-property/)* analyzed how often the Republican politician was on the courseâhaving said he wouldnât have time at the start of his term.
Yet two weeks into his term at the Oval Office, the *WaPo* found, Trump was back on the green and returned for two consecutive weekends.
The analysis adds that, overall, President Trump likely played around 261 rounds during his first administrationâapproximately once every 5.6 daysâbut this could be higher given that his staff didnât declare the activity, as the [Obama administration had previously done.](https://www.golfdigest.com/story/president-obama-logs-300th-golf-round-in-office-finally-reveals-classified-handicap)
It seems President Trumpâs second term is kicking off in much the same way, after the Oval Office occupant enjoyed a round with [sporting legend Tiger Woods on Sunday morning](https://www.themirror.com/sport/golf/donald-trump-lifts-lid-tiger-965067#google_vignette), before jetting to the Super Bowl.
It was [his second trip to Mar-a-Lago,](https://eu.usatoday.com/story/sports/golf/2025/02/09/president-trump-tiger-woods-golf-super-bowl/78373667007/) his private golf club, since he was sworn in on Jan. 20.
Marc Andreessen, of Silicon Valley veterans Andreessen Horowitz, previously said he had spent half his time at the Florida resort since Trumpâs win.
âHe will happily talk to distinguished visitors about like who the vice president should be, and then heâll ask the caddy,â Andreessen told the [*Honestly With Bari Weiss* podcast](https://www.thefp.com/podcasts)âindicating heâs joined Trump on the course.
