Meta DescriptionThe Sinovac-CoronaVac vaccine was included for use under the National Vaccination Programme, for individuals aged 18 years and above, following the recommendations from the Expert Committee on COVID-19 Vaccination and the authorisation of the vaccine by the Health Sciences Authority under the Pandemic Special Access Route (PSAR) on 23 October 2021. The Expert Committee notes that the efficacy of Sinovac-CoronaVac vaccine is comparatively lower than the PSAR-authorised mRNA vaccines (Pfizer-BioNTech/Comirnaty and Moderna vaccines). While the mRNA vaccines remain the recommended vaccines for all persons below 18 years old who are eligible, there are persons who are unable to receive or complete their vaccination with the mRNA vaccines for valid medical reasons. These persons include those who developed an allergic reaction or serious side effect (e.g. myocarditis) to a previous dose of mRNA vaccine, and those with a documented history of allergies to components of the mRNA vaccines. The Expert Committee recommends for these persons to receive the Sinovac-CoronaVac vaccine to be protected against COVID-19. The Sinovac-CoronaVac vaccine is currently not authorised for use in persons below the age of 18 years. To protect persons aged 3 to under 18 years, the Paediatric Sinovac after mRNA (SAM) Programme, a dedicated public health programme by the Ministry of Health, aims to monitor the safety of administering the Sinovac-CoronaVac vaccine to: (a) Persons aged 3 to under 5 years old who are unable to complete their primary vaccination series with the mRNA vaccine; and (b) Persons aged 5 to under 18 years old who are unable to complete their primary vaccination series with the mRNA vaccine or receive the mRNA vaccine as a booster dose. As part of the Paediatric SAM Programme, participants will be eligible for financial assistance in the event of serious side effects that arise from the Sinovac-CoronaVac vaccination assessed to be related to the vaccination. For persons 18 years old and above who were vaccinated with the Sinovac-CoronaVac vaccine under the equivalent programme for adults, and who experienced a serious side effect, please apply for financial assistance under the Vaccine Injury Financial Assistance Programme (VIFAP) at https://go.gov.sg/vifapcovid instead. To be eligible for the SAM Financial Assistance Scheme (SAMFAS), the Vaccinated Person (as identified in the application fields below) must: (1) Be a Singapore Citizen, Permanent Resident or Long-Term Pass holder enrolled into the Paediatric SAM Programme; (2) Have received the Sinovac-CoronaVac vaccination in an authorised programme site in Singapore; (3) Have experienced a serious side effect(s) that required inpatient hospitalisation, or caused permanent severe disability, or was fatal; and (4) Have a doctor’s assessment that the side effect(s) is related to the Sinovac-CoronaVac vaccination. Your application for the SAMFAS must be supported by the Vaccinated Person’s primary attending doctor, who is required to complete the Request for Medical Information form. The Request for Medical Information form may be downloaded from https://go.gov.sg/samfas-request-for-med-info-form. If your doctor has provided you with other supporting medical documents, they may also be submitted as attachments to your application. Your application will be reviewed by the Ministry of Health and its appointed clinical panel, to determine your eligibility for assistance. The Ministry of Health will inform you of the outcome of your application in writing. Any payment to or for the benefit of the Vaccinated Person will be subject to the acceptance of the Terms and Conditions of Payment under the SAMFAS (Part D). By submitting your application under the SAMFAS, you represent that you have read the Terms and Conditions of Payment under the SAMFAS and have agreed to receiving payment (if eligible) subject to the said Terms and Conditions of Payment.
