Conditions
Numeric plates are subject to specific terms and conditions. There are various types of number plate agreements and terms of these agreements vary. Only certain agreements are transferable.
Class Specific Rights
Numeric plates are selectively sold at auction by the Department and are issued with Class Specific Rights. Class Specific Rights enable the plate to be transferred to vehicles registered in the same name and sold to a third party. When a plate with Class Specific Rights is sold to a third party, the purchaser inherits the same rights as the previous owner after paying a transfer fee of 10% of the plate value.
Rights to transfer to a third party
Before buying the rights to a privately sold numeric plate, ensure the person has the rights to transfer the agreement to a third party. You can do this by citing their Agreement Schedule. If you have any doubt of the availability or conditions of the number plate, please emailÂ

.
Restricted rights
Restricted Rights allow a numeric plate to remain with a vehicle regardless of continuity of registration, while the vehicle remains the property of the owner. Once the vehicle is transferred to a new owner, the Restricted Rights are lost. Applications for Restricted Rights are no longer accepted.
A new Restricted Rights agreement will only be issued to a beneficiary of a deceased estate where a restricted rights agreement is already in place. The beneficiary must be bequeathed both the vehicle and the numeric plate. The plate must remain on the same vehicle as when it was registered under the previous owner’s name and cannot be assigned to a different vehicle. Consideration to issuing a Restricted Rights agreement will not be considered if an agreement was not already in place.
No Rights
No rights are held.
Numeric plates with no rights can remain on a vehicle on the condition that:
the vehicle’s registration does not expire for more than 120 days; and
the vehicle remains registered in the current vehicle owner’s name.
Numeric plates with no rights will be resumed by the Registrar of Motor Vehicles and no longer able to be used if:
the registration of the vehicle has expired for 120 days or more; or
the vehicle is sold and transferred out of the registered owner's name.
In both circumstances, a new general issue or special number plate must be issued for the vehicle to be re-registered.
Applications for rights to keep the plate will not be considered. Class specific rights to a specific numeric plate are only available via public auction.
