. Moïse's father, Étienne Moïse, was a farmer and a mechanic, while his mother, Lucia Bruno, was a
seamstress
. Moïse, alongside his family, relocated to
Port-au-Prince
in July 1974, where he attended primary school at the
École Nationale Don Durélin
, secondary school at Lycée Toussaint Louverture, and the Centre Culturel du

political science
at
Quisqueya University
with a particular focus on local governance and rural development.

In 1996, Moïse married
Martine Marie Étienne Joseph
, who was his classmate at the time. They left Port-au-Prince that year and settled in
Port-de-Paix
. After returning to rural Nord-Est, he advocated for rural development, proposing that Haiti address endemic poverty in part through an

In the mid-1990s, Moïse established JoMar Auto Parts, a company that sold automobile components. The following year, he started an organic banana plantation of more than 10 hectares (25 acres) in Haiti's
Nord-Ouest department
. In 2001, he worked with
Culligan Water
, an American water treatment company, to set up potable water filtration plants in the Nord-Ouest and Nord-Est departments. By 2004, Moïse joined the Northwest Chamber of Commerce and Industry (CCINO), later serving as its president.

In 2012, Moïse founded Agritrans SA to manage what was presented as Haiti's first agricultural free-trade zone, a 1,000-hectare (2,500-acre) banana plantation in the Nord-Est, known as the
Nourribo Project

The project aimed to export bananas to
Germany
, which would have marked Haiti's first banana exports to the country since 1954, but only two containers were ultimately shipped.

The Haitian government granted Agritrans tax-free access to land, a 15-year exemption from income tax and customs duties on capital equipment,

and a $6 million loan. Anonymous investors added at least $10 million. The company projected the creation of about 3,000 jobs, but by March 2015, only around 600 people had been employed.

designated Moïse as the presidential candidate of the political party he had founded, the center-right

biodynamic agriculture
as a way to support Haiti, whose population was over 50% rural.

2015 Haitian presidential elections
, held on 25 October 2015, Moïse officially received 32.8% of the votes, resulting in a
runoff election
in which Moïse would be running against the runner-up of the first round,

reflected that Moïse had only received about 6% of the vote, and Célestin called the results fraudulent.

A week later, election officials declared, based on preliminary results, that Moïse had won the election with 55.67% of the vote and an estimated voter turnout of 21%, beating 26 other candidates—four of whom claimed victory before the official results were announced.

Political opponents claimed that Moïse's five-year presidential term should have expired on 7 February 2021, five years after the conclusion of Michel Martelly's term following
the disputed 2015 election
. Moïse, however, maintained that his term commenced with his official inauguration on 7 February 2017 and would therefore end in 2022.

Moïse’s infrastructure advancement was mainly focused in the two cities of Jeremie and Port-de-Paix, where he installed roads like the Carrefour Joffre/Anse-à-Foleur and the Carrefour Trois-Rivières. He also rebuilt the airport in Jérémie and constructed power plants to provide electricity to numerous small towns, including Jérémie and Port-de-Paix.

Around 1:00 AM EDT (5:00 UTC) on 7 July 2021, 11 days after his 53rd birthday, Moïse was shot dead when gunmen attacked his residence in Pèlerin 5, a district of Pétion-Ville.

Ariel Henry
, who had been selected as the acting prime minister by Moïse shortly before his assassination, was later accused by several officials of being connected to Joseph Felix Badio, an alleged mastermind of the assassination, and being involved in the planning.

Another of the alleged masterminds, Rodolphe Jaar, also stated that Henry was close to Badio and had protected him after the assassination.

Judge Garry Orélien, who was previously the top judicial official in Haiti overseeing the case, stated that Henry was friends with Badio and planned the assassination with him.

Henry resigned in 2024 following mass protests demanding that he abandon his

governance as head of state.

reported that Haiti's investigating judge had indicted several suspects in Moïse's murder, including his widow Martine, former acting prime minister Joseph, and former police chief Léon Charles.

Although some praised his proposed reforms, Moïse faced significant criticism during his presidency and following his assassination. He was widely accused of attempting to alter the constitution to consolidate government power and extend his presidency.

Moise was denounced by human rights organization for criminalizing common forms of protest and creating an intelligence agency to provide surveillance of the political opposition.

Jovenel Moïse was born on 26 June 1968 in [Trou du Nord](https://en.wikipedia.org/wiki/Trou-du-Nord "Trou-du-Nord"), [Nord-Est](https://en.wikipedia.org/wiki/Nord-Est_\(department\) "Nord-Est (department)"). Moïse's father, Étienne Moïse, was a farmer and a mechanic, while his mother, Lucia Bruno, was a [seamstress](https://en.wikipedia.org/wiki/Dressmaker "Dressmaker"). In 1996, Moïse married [Martine Marie Étienne Joseph](https://en.wikipedia.org/wiki/Martine_Mo%C3%AFse "Martine Moïse"), who was his classmate at the time. They left Port-au-Prince that year and settled in [Port-de-Paix](https://en.wikipedia.org/wiki/Port-de-Paix "Port-de-Paix"). ## Business career

In the mid-1990s, Moïse established JoMar Auto Parts, a company that sold automobile components. The following year, he started an organic banana plantation of more than 10 hectares (25 acres) in Haiti's [Nord-Ouest department](https://en.wikipedia.org/wiki/Nord-Ouest_\(department\) "Nord-Ouest (department)"). In 2001, he worked with [Culligan Water](https://en.wikipedia.org/wiki/Culligan "Culligan"), an American water treatment company, to set up potable water filtration plants in the Nord-Ouest and Nord-Est departments. By 2004, Moïse joined the Northwest Chamber of Commerce and Industry (CCINO), later serving as its president.[\[11\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-11)
In 2012, Moïse founded Agritrans SA to manage what was presented as Haiti's first agricultural free-trade zone, a 1,000-hectare (2,500-acre) banana plantation in the Nord-Est, known as the *Nourribo Project*.[\[12\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-haitilibre2013-12) The project aimed to export bananas to [Germany](https://en.wikipedia.org/wiki/Germany "Germany"), which would have marked Haiti's first banana exports to the country since 1954, but only two containers were ultimately shipped.[\[13\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-13)
The Haitian government granted Agritrans tax-free access to land, a 15-year exemption from income tax and customs duties on capital equipment,[\[12\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-haitilibre2013-12) and a \$6 million loan. Anonymous investors added at least \$10 million. In 2015, Haitian president [Michel Martelly](https://en.wikipedia.org/wiki/Michel_Martelly "Michel Martelly") designated Moïse as the presidential candidate of the political party he had founded, the center-right [Haitian Tèt Kale Party](https://en.wikipedia.org/wiki/Haitian_T%C3%A8t_Kale_Party "Haitian Tèt Kale Party") (PHTK).[\[15\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-15) In his campaign, Moïse promoted [biodynamic agriculture](https://en.wikipedia.org/wiki/Biodynamic_agriculture "Biodynamic agriculture") as a way to support Haiti, whose population was over 50% rural.[\[16\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-16)

On 20 November 2016, a new election was held. During his presidency, Moïse’s policies focused on agricultural and water infrastructure development in rural Haiti. In May 2021, he inaugurated the Marion [hydroelectric](https://en.wikipedia.org/wiki/Hydroelectric "Hydroelectric") dam in the Nord-Est department, which became the second-largest dam in the country.[\[32\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-32) The project was intended to supply electricity and irrigation for approximately 10,000 hectares of farmland. Moïse’s infrastructure advancement was mainly focused in the two cities of Jeremie and Port-de-Paix, where he installed roads like the Carrefour Joffre/Anse-à-Foleur and the Carrefour Trois-Rivières. Moïse received several allegations of corruption, including allegedly taking bribes for road-building projects and improperly awarding a contract to sell goats to the Haitian government.[\[44\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-44) These allegations, coupled with a declining quality of life for Haitian citizens throughout his administration, led to mass demonstrations that sought his resignation.

As no candidate received more than 50% of the vote, a second round was mandated by law. ## Assassination

Around 1:00 AM EDT (5:00 UTC) on 7 July 2021, 11 days after his 53rd birthday, Moïse was shot dead when gunmen attacked his residence in Pèlerin 5, a district of Pétion-Ville.[\[49\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-49)[\[50\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-50)[\[51\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-51)[\[52\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-52) His wife Martine, the [first lady of Haiti](https://en.wikipedia.org/wiki/First_Ladies_and_Gentlemen_of_Haiti "First Ladies and Gentlemen of Haiti"), was [airlifted](https://en.wikipedia.org/wiki/Airlift "Airlift") to [Jackson Memorial Hospital](https://en.wikipedia.org/wiki/Jackson_Memorial_Hospital "Jackson Memorial Hospital") in Miami to be treated for wounds sustained during the attack.[\[53\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-53)[\[54\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-54)[\[55\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-55)[\[56\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-56) Their three children were unharmed, as two hid successfully and one was not present. A press release issued later that day from the office of acting Prime Minister [Claude Joseph](https://en.wikipedia.org/wiki/Claude_Joseph "Claude Joseph") blamed the attack on "a group of unidentified individuals, some of whom spoke in Spanish." On 10 July, Martine Moïse posted a statement on her Twitter account, urging Haitians not to let her late husband's contributions go to waste.
In December 2021, *[The New York Times](https://en.wikipedia.org/wiki/The_New_York_Times "The New York Times")* reported that Moïse's assassination might have been linked to his efforts to curb narcotics trafficking and publicly expose high-ranking Haitian officials involved in the drug trade.[\[57\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-NYT2-57)
[Ariel Henry](https://en.wikipedia.org/wiki/Ariel_Henry "Ariel Henry"), who had been selected as the acting prime minister by Moïse shortly before his assassination, was later accused by several officials of being connected to Joseph Felix Badio, an alleged mastermind of the assassination, and being involved in the planning.[\[58\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-58)[\[59\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-planning-59) Another of the alleged masterminds, Rodolphe Jaar, also stated that Henry was close to Badio and had protected him after the assassination.[\[60\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-60) Judge Garry Orélien, who was previously the top judicial official in Haiti overseeing the case, stated that Henry was friends with Badio and planned the assassination with him.[\[59\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-planning-59) Henry resigned in 2024 following mass protests demanding that he abandon his *de facto* governance as head of state.
On 20 February 2024, the [Associated Press](https://en.wikipedia.org/wiki/Associated_Press "Associated Press") reported that Haiti's investigating judge had indicted several suspects in Moïse's murder, including his widow Martine, former acting prime minister Joseph, and former police chief Léon Charles.[\[61\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-61) The indictment was overturned on 13 October 2025 following an appeal.[\[62\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-62)
## Legacy

Although some praised his proposed reforms, Moïse faced significant criticism during his presidency and following his assassination. He was widely accused of attempting to alter the constitution to consolidate government power and extend his presidency.[\[63\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-63) In 2019, he was accused of embezzlement in relation to an investigation into [PetroCaribe](https://en.wikipedia.org/wiki/Petrocaribe "Petrocaribe") funds.[\[64\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-64) Moise was denounced by human rights organization for criminalizing common forms of protest and creating an intelligence agency to provide surveillance of the political opposition.[\[65\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-65) A report by the [International Human Rights Clinic](https://en.wikipedia.org/w/index.php?title=International_Human_Rights_Clinic&action=edit&redlink=1 "International Human Rights Clinic (page does not exist)") at [Harvard Law School](https://en.wikipedia.org/wiki/Harvard_Law_School "Harvard Law School") found his government complicit in systematically employing violent gangs to suppress political demonstrations and opposition, including planning, executing and covering up of deadly massacres that amounted to crimes against humanity. The report stated that Moïse’s failure to stop or respond to attacks initiated by his subordinates may have made him liable for crimes against humanity.[\[66\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-66) Conversely, he also received commendation for his initiatives aimed at curbing [corruption](https://en.wikipedia.org/wiki/Corruption_in_Haiti "Corruption in Haiti") and his willingness to dismantle monopolies, as well as his efforts to challenge oligarchs and members of the Haitian elite.[\[67\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-67)

Jovenel Moïse was born on 26 June 1968 in [Trou du Nord](https://en.wikipedia.org/wiki/Trou-du-Nord "Trou-du-Nord"), [Nord-Est](https://en.wikipedia.org/wiki/Nord-Est_\(department\) "Nord-Est (department)"). Moïse's father, Étienne Moïse, was a farmer and a mechanic, while his mother, Lucia Bruno, was a [seamstress](https://en.wikipedia.org/wiki/Dressmaker "Dressmaker"). In 1996, Moïse married [Martine Marie Étienne Joseph](https://en.wikipedia.org/wiki/Martine_Mo%C3%AFse "Martine Moïse"), who was his classmate at the time. They left Port-au-Prince that year and settled in [Port-de-Paix](https://en.wikipedia.org/wiki/Port-de-Paix "Port-de-Paix"). After returning to rural Nord-Est, he advocated for rural development, proposing that Haiti address endemic poverty in part through an [agrarian economy](https://en.wikipedia.org/wiki/Agrarian_economy "Agrarian economy").[\[10\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-10) Jovenel and Martine Moïse had three children: Jomarlie Moïse, [Jovenel Moïse Jr.](https://en.wikipedia.org/w/index.php?title=Jovenel_Mo%C3%AFse_Jr.&action=edit&redlink=1 "Jovenel Moïse Jr. (page does not exist)"), and [Joverlein Moïse](https://en.wikipedia.org/w/index.php?title=Joverlein_Mo%C3%AFse&action=edit&redlink=1 "Joverlein Moïse (page does not exist)").[\[9\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-GuardianObit-9)
In the mid-1990s, Moïse established JoMar Auto Parts, a company that sold automobile components. The following year, he started an organic banana plantation of more than 10 hectares (25 acres) in Haiti's [Nord-Ouest department](https://en.wikipedia.org/wiki/Nord-Ouest_\(department\) "Nord-Ouest (department)"). In 2001, he worked with [Culligan Water](https://en.wikipedia.org/wiki/Culligan "Culligan"), an American water treatment company, to set up potable water filtration plants in the Nord-Ouest and Nord-Est departments. By 2004, Moïse joined the Northwest Chamber of Commerce and Industry (CCINO), later serving as its president.[\[11\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-11)
In 2012, Moïse founded Agritrans SA to manage what was presented as Haiti's first agricultural free-trade zone, a 1,000-hectare (2,500-acre) banana plantation in the Nord-Est, known as the *Nourribo Project*.[\[12\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-haitilibre2013-12) The project aimed to export bananas to [Germany](https://en.wikipedia.org/wiki/Germany "Germany"), which would have marked Haiti's first banana exports to the country since 1954, but only two containers were ultimately shipped.[\[13\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-13)
The Haitian government granted Agritrans tax-free access to land, a 15-year exemption from income tax and customs duties on capital equipment,[\[12\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-haitilibre2013-12) and a \$6 million loan. Anonymous investors added at least \$10 million. In 2015, Haitian president [Michel Martelly](https://en.wikipedia.org/wiki/Michel_Martelly "Michel Martelly") designated Moïse as the presidential candidate of the political party he had founded, the center-right [Haitian Tèt Kale Party](https://en.wikipedia.org/wiki/Haitian_T%C3%A8t_Kale_Party "Haitian Tèt Kale Party") (PHTK).[\[15\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-15) In his campaign, Moïse promoted [biodynamic agriculture](https://en.wikipedia.org/wiki/Biodynamic_agriculture "Biodynamic agriculture") as a way to support Haiti, whose population was over 50% rural.[\[16\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-16)
In the first round of the [2015 Haitian presidential elections](https://en.wikipedia.org/wiki/2015_Haitian_presidential_election "2015 Haitian presidential election"), held on 25 October 2015, Moïse officially received 32.8% of the votes, resulting in a [runoff election](https://en.wikipedia.org/wiki/Two-round_system "Two-round system") in which Moïse would be running against the runner-up of the first round, [Jude Célestin](https://en.wikipedia.org/wiki/Jude_C%C3%A9lestin "Jude Célestin").[\[17\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-auto2-17)[\[18\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-18) However, an [exit poll](https://en.wikipedia.org/wiki/Exit_poll "Exit poll") conducted by the *Haiti Sentinel* reflected that Moïse had only received about 6% of the vote, and Célestin called the results fraudulent.[\[19\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-19)[\[20\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-20) As a result, thousands of people took to the streets in violent protests, forcing the postponement of the runoff election.[\[21\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-21) In their wake, the 2015 ballot was ultimately annulled in June 2016.[\[17\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-auto2-17)[\[22\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-auto-22) In February 2016, after President Michel Martelly's term ended, [special elections](https://en.wikipedia.org/wiki/February_2016_Haitian_presidential_election "February 2016 Haitian presidential election") were held by parliament and [Jocelerme Privert](https://en.wikipedia.org/wiki/Jocelerme_Privert "Jocelerme Privert") was installed as interim president until new elections could be held.[\[23\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-23)
On 20 November 2016, a new election was held. A week later, election officials declared, based on preliminary results, that Moïse had won the election with 55.67% of the vote and an estimated voter turnout of 21%, beating 26 other candidates—four of whom claimed victory before the official results were announced.[\[22\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-auto-22)[\[24\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-24)[\[25\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-MH-25) Moïse secured the presidency without having to compete in a second-round election. In second, third and fourth place (respectively) were mechanical engineer Jude Célestin of [LAPEH](https://en.wikipedia.org/wiki/LAPEH "LAPEH") with 19.52%, leftist senator [Jean-Charles Moïse](https://en.wikipedia.org/wiki/Jean-Charles_Mo%C3%AFse "Jean-Charles Moïse") of the [Platfòm Pitit Dessalines](https://en.wikipedia.org/wiki/Platf%C3%B2m_Pitit_Desalin "Platfòm Pitit Desalin") (PPD) with 11.04% and [Maryse Narcisse](https://en.wikipedia.org/wiki/Maryse_Narcisse "Maryse Narcisse") of [Fanmi Lavalas](https://en.wikipedia.org/wiki/Fanmi_Lavalas "Fanmi Lavalas") (FL) with 8.99%.[\[26\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-26) Jovenel Moïse was sworn in on 7 February 2017 for a five-year term.[\[27\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-27)
Political opponents claimed that Moïse's five-year presidential term should have expired on 7 February 2021, five years after the conclusion of Michel Martelly's term following [the disputed 2015 election](https://en.wikipedia.org/wiki/2015_Haitian_presidential_election "2015 Haitian presidential election"). Moïse, however, maintained that his term commenced with his official inauguration on 7 February 2017 and would therefore end in 2022.[\[28\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-28)

During his presidency, Moïse’s policies focused on agricultural and water infrastructure development in rural Haiti. In May 2021, he inaugurated the Marion [hydroelectric](https://en.wikipedia.org/wiki/Hydroelectric "Hydroelectric") dam in the Nord-Est department, which became the second-largest dam in the country.[\[32\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-32) The project was intended to supply electricity and irrigation for approximately 10,000 hectares of farmland. ### Other infrastructure

Moïse’s infrastructure advancement was mainly focused in the two cities of Jeremie and Port-de-Paix, where he installed roads like the Carrefour Joffre/Anse-à-Foleur and the Carrefour Trois-Rivières. He also rebuilt the airport in Jérémie and constructed power plants to provide electricity to numerous small towns, including Jérémie and Port-de-Paix.[\[40\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-40) Asphalt plants in several provinces in Haiti, including in [Gros Mornes](https://en.wikipedia.org/wiki/Gros-Morne,_Haiti "Gros-Morne, Haiti"),[\[41\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-41) [Les Cayes](https://en.wikipedia.org/wiki/Les_Cayes "Les Cayes"),[\[42\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-42) and Trou-du-Nord, were built under Moïse’s rule.[\[43\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-43)
Moïse received several allegations of corruption, including allegedly taking bribes for road-building projects and improperly awarding a contract to sell goats to the Haitian government.[\[44\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-44) These allegations, coupled with a declining quality of life for Haitian citizens throughout his administration, led to mass demonstrations that sought his resignation.

As no candidate received more than 50% of the vote, a second round was mandated by law. However, this was repeatedly postponed and eventually cancelled,[\[46\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-:1-46) with an interim president appointed indirectly by the legislature in the [February 2016 Haitian presidential election](https://en.wikipedia.org/wiki/February_2016_Haitian_presidential_election "February 2016 Haitian presidential election") and fresh elections scheduled for 2016.[\[47\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-47)
### November 2016 presidential election

With more than 50% of votes cast, Moïse was elected in the first round.[\[46\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-:1-46)
Around 1:00 AM EDT (5:00 UTC) on 7 July 2021, 11 days after his 53rd birthday, Moïse was shot dead when gunmen attacked his residence in Pèlerin 5, a district of Pétion-Ville.[\[49\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-49)[\[50\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-50)[\[51\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-51)[\[52\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-52) His wife Martine, the [first lady of Haiti](https://en.wikipedia.org/wiki/First_Ladies_and_Gentlemen_of_Haiti "First Ladies and Gentlemen of Haiti"), was [airlifted](https://en.wikipedia.org/wiki/Airlift "Airlift") to [Jackson Memorial Hospital](https://en.wikipedia.org/wiki/Jackson_Memorial_Hospital "Jackson Memorial Hospital") in Miami to be treated for wounds sustained during the attack.[\[53\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-53)[\[54\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-54)[\[55\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-55)[\[56\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-56) Their three children were unharmed, as two hid successfully and one was not present. A press release issued later that day from the office of acting Prime Minister [Claude Joseph](https://en.wikipedia.org/wiki/Claude_Joseph "Claude Joseph") blamed the attack on "a group of unidentified individuals, some of whom spoke in Spanish." On 10 July, Martine Moïse posted a statement on her Twitter account, urging Haitians not to let her late husband's contributions go to waste.
In December 2021, *[The New York Times](https://en.wikipedia.org/wiki/The_New_York_Times "The New York Times")* reported that Moïse's assassination might have been linked to his efforts to curb narcotics trafficking and publicly expose high-ranking Haitian officials involved in the drug trade.[\[57\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-NYT2-57)
[Ariel Henry](https://en.wikipedia.org/wiki/Ariel_Henry "Ariel Henry"), who had been selected as the acting prime minister by Moïse shortly before his assassination, was later accused by several officials of being connected to Joseph Felix Badio, an alleged mastermind of the assassination, and being involved in the planning.[\[58\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-58)[\[59\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-planning-59) Another of the alleged masterminds, Rodolphe Jaar, also stated that Henry was close to Badio and had protected him after the assassination.[\[60\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-60) Judge Garry Orélien, who was previously the top judicial official in Haiti overseeing the case, stated that Henry was friends with Badio and planned the assassination with him.[\[59\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-planning-59) Henry resigned in 2024 following mass protests demanding that he abandon his *de facto* governance as head of state.
On 20 February 2024, the [Associated Press](https://en.wikipedia.org/wiki/Associated_Press "Associated Press") reported that Haiti's investigating judge had indicted several suspects in Moïse's murder, including his widow Martine, former acting prime minister Joseph, and former police chief Léon Charles.[\[61\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-61) The indictment was overturned on 13 October 2025 following an appeal.[\[62\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-62)
Although some praised his proposed reforms, Moïse faced significant criticism during his presidency and following his assassination. He was widely accused of attempting to alter the constitution to consolidate government power and extend his presidency.[\[63\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-63) In 2019, he was accused of embezzlement in relation to an investigation into [PetroCaribe](https://en.wikipedia.org/wiki/Petrocaribe "Petrocaribe") funds.[\[64\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-64) Moise was denounced by human rights organization for criminalizing common forms of protest and creating an intelligence agency to provide surveillance of the political opposition.[\[65\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-65) A report by the [International Human Rights Clinic](https://en.wikipedia.org/w/index.php?title=International_Human_Rights_Clinic&action=edit&redlink=1 "International Human Rights Clinic (page does not exist)") at [Harvard Law School](https://en.wikipedia.org/wiki/Harvard_Law_School "Harvard Law School") found his government complicit in systematically employing violent gangs to suppress political demonstrations and opposition, including planning, executing and covering up of deadly massacres that amounted to crimes against humanity. The report stated that Moïse’s failure to stop or respond to attacks initiated by his subordinates may have made him liable for crimes against humanity.[\[66\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-66) Conversely, he also received commendation for his initiatives aimed at curbing [corruption](https://en.wikipedia.org/wiki/Corruption_in_Haiti "Corruption in Haiti") and his willingness to dismantle monopolies, as well as his efforts to challenge oligarchs and members of the Haitian elite.[\[67\]](https://en.wikipedia.org/wiki/Jovenel_Mo%C3%AFse#cite_note-67)
