By so doing, we support a consumer-friendly business environment that fosters entrepreneurship, celebrates responsible business practices, and does not allow those who play by the rules to be unfairly disadvantaged compared to unscrupulous actors. The [Stop Fraud Colorado](https://stopfraudcolorado.gov/) program helps prevent consumers and businesses from becoming victims of fraud by providing resources in English and Spanish to identify and report cases of fraudulent, deceptive, or unfair behavior. Whether dealing with robocalls or complex student loan scams, citizen reports and consumer education efforts are key to stopping fraudulent activities before they can spread. In the 2019 legislative session, a bipartisan update—the first in decades—to the [Colorado Consumer Protection Act](https://coag.gov/press-releases/05-23-19/) provided the department with stronger tools to hold bad actors accountable, closing loopholes that allowed some irresponsible businesses and individuals to get away with scams. The department is committed to excellence in enforcing our consumer protection and antitrust laws that benefit Colorado consumers. ## **Consumer Mediation Program** In 2023 the department established a new Consumer Mediation Program that seeks to resolve disputes between consumers and businesses through informal negotiations overseen by the department. The department receives thousands of complaints from consumers each year. These complaints are generally used to inform enforcement efforts and to educate consumers to avoid being victims of fraud. Historically, the department has been unable to address every complaint through enforcement due to limited resources or other constraints. In addition, many complaints may reflect a disagreement between a business or a consumer, or even just a misunderstanding, that does not raise a violation of law. By creating this Consumer Mediation Program, the department will be able to resolve more complaints and help more consumers receive satisfaction.
