[评论](http://www.xinhuanet.com/politics/2020-03/23/c_1125756202.htm#news-com-location) 新华社济南3月23日电（记者王志）23日，济南市政府新闻办公室举行新闻发布会通报，济南一名男子从境外旅游返回后，拒不执行紧急状态下的决定、命令，被依法行政拘留。 济南市公安局副政委刘动介绍，为适应疫情防控新形势，进一步加强疫情境外输入防控，日前济南市新型冠状病毒肺炎疫情处置工作领导小组（指挥部）多次下发通知，但仍有个别人员拒不执行防控措施，存在疫情传播扩散的潜在风险。 经查，3月13日，违法行为人李某某从境外旅游结束返回济南。李某某在明知境外入济人员需要第一时间向居住地报告登记并居家或集中隔离14天的情况下，拒不执行，并于3月13日至19日，多次外出到人员密集地，严重违反了人民政府在紧急状态下发布的决定、命令。 3月22日，济南市公安局天桥分局根据治安管理处罚法相关规定，对违法行为人李某某作出行政拘留的处罚。 刘动说，当前境外疫情加速扩散蔓延，广大境外返济人员需主动配合，积极落实防控责任。对不主动申报、故意隐瞒信息或拒绝接受隔离医学观察，造成疫情传播，危害公共安全的，公安部门将依法从严追究当事人及亲属或所在单位的法律责任。 据了解，2月10日至3月21日，境外来济南人员累计4665人，其中中国籍4401人、外籍264人。目前，2391人已解除隔离观察，2274人仍处于隔离观察期。 图集 \+1
