新华社伦敦9月12日电 **题：小小移民船，英国大麻烦** 新华社记者于艾岑 今年以来，乘坐小船穿越英吉利海峡偷渡至英国的总人数已突破3万，创下近年同期新高。英国政府近期公布一系列旨在强化应对移民问题的政策及措施，但未取得明显成效，民众不满情绪持续高涨。 英国舆论认为，“小船问题”不仅加剧英国财政负担与社会矛盾，还使得英国政党间博弈进一步复杂化，这给执政的工党政府带来严峻考验，甚至可能让工党和保守党两大传统政党一同“翻船”，成为改变英国政坛格局的导火索。 **愈演愈烈** 近年来，赴英移民激增引发英国社会对就业压力、治安恶化等问题的担忧。其中，不断有人乘坐充气艇、小艇、皮划艇等经英吉利海峡偷渡到英国，尤其令英国方面头疼。 这些小船偷渡者多为躲避战乱等灾祸的非洲、中东地区民众。英国政府数据显示，自2018年起，乘偷渡小船抵达英国的人中，95%向英国政府提出了庇护申请。按照英国法律规定，政府要向等待申请获批的寻求庇护者提供住宿及补助。 英国媒体报道，英国政府近年来多使用宾馆来安置寻求庇护者。英国国家审计局公布的数据显示，英国政府今年为此支出的安置费已达13亿英镑，成为国家财政一大沉重负担。 不少英国民众对此不满，指责政府花巨资安置偷渡移民却忽视民众住房问题。近期，英国多地还发生了政府移民政策反对者与支持者之间的冲突。 英国舆观调查公司近日一项民调结果显示，58%的受访者选择将移民问题列入英国当前面临的三大最重要问题，多于选择经济问题的51%。自英国“脱欧”以来，移民问题的关注度首次超过经济问题。 **压力巨大** 英国“脱欧”后，民众对“夺回边境控制权”的呼声不断高涨。英国首相斯塔默及其领导的工党曾在2024年大选中承诺，针对边境和移民问题采取“铁腕”政策，其中包括严厉打击偷渡组织、加大对边境安全资金投入、与多国加强执法合作等。 随着“小船问题”日益突出，不少英国媒体批评政府“对边境失控”。压力之下，斯塔默政府采取了一系列措施。 本月5日，斯塔默改组内阁，在移民问题上持强硬立场的司法大臣谢巴娜·马哈茂德改任为内政大臣。英媒认为，这释放出政府加强移民管理的信号。马哈茂德8日说，针对拒绝或拖延接收自英遣返非法移民的国家，英方或实施签证限制措施。 **搅动政局** 斯塔默政府的相关措施迄今未取得明显成效。7月以来，乘小船偷渡至英国的人数仍维持在每周数百到2000之间。 反对党借移民问题猛烈批评工党政府。就在英法移民协议生效的次日，主要反对党保守党影子内阁内政大臣克里斯·菲尔普乘船驶入英吉利海峡，拍下人满为患的小船驶往英国的视频。保守党指责，斯塔默政府“不相信保护边境的重要性”。 凭借反移民主张而迅速崛起的新兴政党英国改革党提出驱逐数十万非法移民。舆观调查公司近期民调结果显示，38%的受访者认为英国改革党擅长处理移民问题，为英国各党派中最高。相比之下，选择工党和保守党的受访者仅有9%和6%。
